About this file
This evaluation criteria document outlines the scoring framework for the City of Orlando's Request for Proposal (RFP26-0032) for Real Estate Consulting Services in Florida. The City seeks to select one or multiple brokerage and/or appraisal firms to manage its diverse real property portfolio, including parking structures, facilities, undeveloped land, parks, ball fields, fire stations, police stations, and office buildings. Proposers must be licensed in Florida with a minimum of five years of experience in Orange County and must demonstrate expertise in government, commercial, and residential property management. The proposal submission deadline is December 11, 2025, at 2:00 pm, with a non-mandatory pre-proposal virtual conference scheduled for November 17, 2025, at 10:00 am. The contract term is initially set for twelve months with potential extensions for up to four additional twelve-month periods, totaling a possible five-year engagement.
The evaluation will be conducted using a 100-point scoring system distributed across five categories: Proposer's Qualifications in Requested Services (55 points), Approach to Providing Services (12 points), Minority and Women Owned Business Enterprise participation (10 points), Veteran Business Owned Enterprise participation (3 points), and Pricing (20 points). Proposers must submit organizational charts identifying key staff and subcontractors, detailed resumes for all key personnel, and examples of approximately three relevant contracts (for brokers) or three appraisals (for appraisers). Pricing will be evaluated based on commission percentages for real estate transactions, with the lowest percentage awarded 10 points and all other proposers scored proportionally using the formula: (Lowest Percentage ÷ Your Percentage) × 10 = Your Points. Compensation is primarily structured through real estate commissions paid by third-party associations or the City upon transaction closure, with additional services potentially billed at hourly rates. The City reserves the right to award the contract to multiple firms and requires proposers to demonstrate their knowledge, experience, and qualifications while addressing any special problems or concerns associated with project management.
