Methodology & Evaluation Criteria Adjectival Ratings
The Government will award a Firm Fixed Price Contract resulting from Solicitation No. 95332A22R00015 on the basis of best value tradeoff process utilizing an adjectival rating methodology as described below. The Government intends to issue a single award as a result of the solicitation issuance to the responsible vendor whose offer conforms to the solicitation requirements and is considered the best value in meeting the requirement need as stated in the Statement of Work (SOW), price and other factors considered. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government reserves the right to conduct tradeoffs among cost or price and non-cost factors and to accept other than the lowest priced proposal. The vendor with the highest adjectival ratings across non-price factors and which proposes a fair and reasonable pricing offer will be identified as the successful awardee.
Technical Factors - Adjectival Scale The Government will evaluate the technical proposal in accordance with the following adjectival scale:
Adjectival Rating Description
Exceptional Greatly exceeds all minimum requirements of the criteria; has a high probability of success; contains no weaknesses or deficiencies.
Good
Exceeds all the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist.
Acceptable
Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected.
Marginal
Fails to meet one or more of the minimum requirements of the criteria; low probability of success; major weaknesses and/or significant number of deficiencies exist.
Unacceptable Fails to meet any of the minimum requirements of the criteria; proposal needs major revisions; very low probability of success.
Offerors shall submit the following information with their offer. Failure to do so will render an offer ineligible for award.
1. One (1) copy of the Technical Volume, Volume 1 Page Limit: Not to Exceed (NTE) 25 pages, not including key personnel resumes/CVs submitted in the appendix.
2. One (1) copy of the Past Performance Volume, Volume 2 Page Limit: Not to Exceed (NTE) 2 pages.
3. One (1) copy of Personnel Qualifications Volume including resumes. Volume 3 Not to Exceed

Note: Offer responses must be submitted in three separate volumes, namely a technical volume, past performance volume, and a price volume. Pricing information must not be referenced in the technical or past performance volumes. Any technical or past performance volume containing pricing will be deemed non-responsive and not evaluated for award.
All proposals shall use 12-point font in either Arial, Calibri, or Times New Roman fonts. Page limits are listed with each Volume and are not-to-exceed; each Volume must be submitted as separate PDF files.

Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 13.106-3. The Offeror shall submit Firm Fixed Price Award cost proposal for all items and/or services required in 95332A22R00015.
Evaluation of Options It is anticipated that any Firm Fixed Price Award awarded from 95332A22R00015 will contain option provision(s) and periods(s). In accordance with FAR clause 52.217-5 Evaluation of Options, (July 1990) the Government will evaluate offers for award purposes by adding the total price for all options quantities to the total price of the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise an available option(s).
