About this file

The file is an Evaluation Committee Orientation Slides document for the City of St. Petersburg, Florida, detailing the procurement process for soliciting proposals. The document outlines a Request for Proposals (RFP) for the Police Department's Special Events Management System (SEMS), with an evaluation process that includes proposal intake, independent evaluation, scoring, potential oral presentations, negotiations, and a Best and Final Offer (BAFO) phase. The procurement timeline includes publishing the RFP, conducting a pre-proposal meeting, setting deadlines for questions and submissions, performing evaluations, holding presentations, and ultimately selecting and awarding the contract.

The evaluation criteria are weighted as follows: Experience (33%), Project Approach (31%), Cost (17%), Past Performance (13%), and additional points for local Small Business Enterprise (2%), Minority Business Enterprise (2%), and Women Business Enterprise (2%) certifications. The procurement process emphasizes ethical standards, compliance with Florida Sunshine Laws, and transparent public meetings. Negotiations will focus on ensuring a full understanding of requirements without significantly changing the project's scope, and the final selection will be made based on the comprehensive evaluation of submitted proposals. The procurement analyst will manage the process, coordinate with the evaluation committee, and prepare documentation for City Council approval.
