STATEMENT OF WORK
Department of Interior
Bureau of Indian Affairs San Carlos Irrigation Project
1. PURPOSE:
This Statement of Work describes the support needed by the Bureau of Indian Affairs (BIA) San Carlos Irrigation Project (SCIP) in preparation to add enhancements to the Electric Utility Management System (EUMS) billing system software for the SCIP Power Division’s electric utility. Enhancements will include online web presence through the BIA intranet and internet to provide online resources for SCIP electrical utility customers.
2. SCOPE OF WORK:
The objective of this statement of work is for agency IT support services for the UMS.net, NOVOTX Elements, GIS systems by supporting software system upgrades to the most recent versions. EUMS is moving forward to an online customer web portal to store and record customer information data, history, and payments.
3. TASKS:
The contractor will provide guidance and may perform day to day system administration, network administration, and phone system integration into a network environment.
A. EUMS System administrator.
B. EUMS server administration over a Wide Area Network and Cloud Based environment.
C. Personnel Identity Information System administrator.
D. Supervisory Control and Data Acquisition administrator.
E. Cisco phone switch administrator.
F. SCIP wireless technologies administrator.
G. BIA/SCIP agency Network administrator.
H. Provide backup to the electrical utility billing administrator when needed.
I. Primary Interactive Voice Response (IVR) Administrator
a. Support XML/CSV formats
b. Maintain IVR scripts
c. Maintain user access administration
J. Primary EUMS LockBox Application Programming Interface (API) administrator
a. Support Lockbox API’s
b. Support Online Bill Pay (OLBP)
c. Support pay.gov online bill pay application

L. Geospatial Information Systems (GIS) Integration Support
a. Develop and Support GIS data Integration in EUMS
b. Develop Custom MSSQL Scripts
Provide system administration support to agency Customer Information Systems services which involve high-level customization and utilization of the UMS.net software system.
Specifically, the day-to-day support requirements consist of the following:
A. Develop and manage the paperless billing process which involves executing functions within the UMS application to transmit a PDF format of paperless energy bills to BIA Microsoft Exchange servers.
B. Develop and manage encrypted security features of PDF energy bills involving creation of custom PDF expressions enabling security features for Adobe Acrobat forms.
C. Develop and manage custom reports as needed utilizing Crystal Reports. Custom reports involve customer information, financial reporting and service location information within the UMS SQL database.
D. Develop and manage custom queries generated within the UMS.net application involving customer information, financial reporting and service location information.
E. Maintain existing electrical utility rate structure codes within the UMS.net for all new and existing electrical utility revenue class accounts. When needed, Contractor must design and develop custom rate structure codes for nonstandard agreements between utility and customer.
F. Design, develop and manage unique customer forms within UMS.net, form types include the following business functions: billing, customer notification, special agreements, work orders and energy reporting.
G. Design, develop and manage executables within UMS.net, which enables the UMS application to interface with MV-RS software to import/export automated meter reading data.
H. Manage the custom interface between check scanning software to the UMS.net database, in order to process and record payment transactions.
I. Maintain, on a daily basis, check scanning hardware consistent with manufacturers recommended maintenance guidelines.
J. Manage third party payment software interface between UMS.net and the Department of Treasury's software applications for managing web and paper transactions involving credit cards, Automated Clearing House transactions, Over-the-Counter paper checks and money orders. The contractor must utilize custom electronic interfaces: pay.gov; OLBP; IVR; VISION 2020; Social media marketing campaign;
GIS integration support.
K. Provide software and hardware support of BIA networks and computer systems, support includes: UMS.net, NOVOTX Elements applications, Windows server environments, BIA laptop and desktop computers, and associated hardware and wireless communication devices and systems.
L. Provide support to BIA's Office of the Chief Information Officer in the resolution of wide array of issues involving BIA computer systems and software systems.
Contractor must be able to pass an extensive background check in order to gain administrative access to BIA computer and software systems.
Delivery of services is subject to review by SCIP Project Manager or designee and subject to correction by the contractor at no additional cost.
4. PLACE OF PERFORMANCE
Place of performance will be at government facilities 13805 N. Arizona Blvd., Coolidge, Az 85128.
5. PERIOD OF PERFORMANCE
This contract is 1 year plus 4 options years, 2160 hours per year.
6. TRAVEL
Travel is possible throughout the agency service area during the period of performance for this order.
7. PERSONNEL
Contractor must be able to pass an extensive background check in order to gain administrative access to BIA computer and software systems.
