About this file
This is a Questions and Answers document related to a Request for Quote (RFQ) issued by SUNY Empire State University for Lotus Notes Licenses or equivalent software. The procurement seeks 6,294 HCL Domino Complete Collaboration Licenses plus Support and Maintenance and 341 Authorized User licenses annually to support institutional use by students, faculty, and staff for academic, administrative, and research purposes. Licenses must be provided immediately following contract execution or upon receipt of purchase order. The contract period runs from February 3, 2027 through February 2, 2028, with SUNY Empire clarifying in the Q&A that the license term should continue for a three-year period ending on February 3, 2030. Responses were due August 27, 2026, with questions due August 13, 2026 at 3:00 PM EST.
The estimated contract value is up to $150,000, with award made to the responsive and responsible vendor submitting the lowest Grand Total pricing across all three years on the required Bid Pricing Sheet. SUNY Empire declined to endorse specific manufacturer part numbers or Microsoft 365 licensing SKUs, instead directing vendors to determine solutions that satisfy the RFQ specifications based on their own expertise. No set-asides or participation goals apply for SDVOB, MBE, WBE, or DBE vendors, with all goals at 0.00%. Insight Public Sector was previously awarded an identical or substantially similar contract within the past five years. All vendor submissions must include non-collusive bidding certifications, Procurement Lobbying Act certifications, New York State Finance Law certifications, compliance certifications for Executive Orders 177 and 16, Vendor Responsibility Questionnaires, and Product Accessibility Roadmaps, with contracts exceeding $25,000 triggering affirmative action requirements including Equal Employment Opportunity policy statements and Staffing Plans prior to award.
