About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Office of Procurement Services of Texas Tech University (TTU) for Roof Maintenance, Repair, and Replacement Services. The RFP seeks qualified Proposers to provide a wide range of maintenance and related services for approximately 250 roofs throughout the life of the resulting master agreement. The Addendum addresses several questions from proposers and provides clarification on the HUB (Historically Underutilized Business) Subcontracting Plan requirements. Specifically, it states that proposers will be required to submit a Letter of HUB Commitment instead of a completed HUB Subcontracting Plan, and that the awarded contractor must complete a HUB Subcontracting Plan for each project exceeding $100,000. The HUB goal percentages for TTU are subject to change each fiscal year.

The contract opportunity is open to proposers within the Lubbock County and Lubbock City jurisdictions in Texas. The resulting master agreement is intended to support multiple projects and project types, with individual specifications provided by the requesting department. The contract term and any renewal options are not specified in the provided information.

Item #2:

Please change Section 4.5 (HUB Subcontract Plan (“HSP”) under SECTION FOUR ADMINISTRATIVE REQUIREMENTS to read as follows:

4.5 HUB Subcontracting Plan (“HSP”)

In accordance with Texas Government Code §2161.252, TTU has determined that subcontracting opportunities are probable under the resulting Master Agreement(s). Therefore, for each Project exceeding $100,000, the awarded Contractor must complete a HUB Subcontracting Plan (HSP) demonstrating the Contractor’s good faith effort to utilize Texas-certified HUBs for its subcontracting opportunities. A Historically Underutilized Business is a for-profit entity that has not exceeded the size standard prescribed by 34 TAC §20.294, has its principal place of business in Texas, and is at least 51 percent owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman, and/or Service-Disabled Veteran, who reside in Texas and actively participate in the control, operations, and management of the entity’s affairs.

Proposers will be required to submit a Letter of HUB Commitment (example in Attachment B) attesting that the Proposer has read and understands TTU’s policy on Historically Underutilized Businesses (HUBs). Proposer(s) must submit an HSP with each Price Proposal that will meet or exceed $100,000. In addition, TTU expects the Proposer(s) to make the best efforts to accomplish TTU’s HUB goal percentages averaged across the Master Agreement (each individual project may not meet the goal, but the overall Master Agreement goals must comply). The HUB goal percentages for TTU are subject to change each fiscal year (October). If the Proposer is extending the terms and conditions of the Master Agreement to other TTUS component institutions or other State of Texas agencies, the Proposer must confirm the goals with each entity as they will vary.
