About this file
This document is an addendum to an Invitation for Bid (IFB) issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) for Print Shop Specialty Paper. The major customers for these items are the Texas Department of Transportation (TxDOT) and the Health and Human Services Commission (HHSC). The addendum provides clarification on questions related to the mandatory price sheet, size and brand substitutions, order quantities, delivery timelines, and stock availability. The contract opportunity covers jurisdictions within the state of Texas, including Travis County and the City of Austin.
The document indicates that size substitutions are not allowed, but brand substitutions that meet the specifications are permitted. While a specific order volume is not guaranteed, the mandatory price sheet provides estimated quantities and the required units of measure. Respondents must indicate the number of days required to fulfill and deliver each order. If a specialty paper becomes unavailable from the mill, the contractor may be allowed to sheet the product in-house until the mill stock is replenished, subject to the contract terms.

Questions and Answers IFB No. 304T-24-645A3.1 Title:
Question No. Question Answer
The only thing that comes up when we go to open the Mandatory Price Sheet in the Solicitation Package Link is a page full of code, there is no actual sheet attached.
To open the Mandatory Price Sheet follow these instructions:
1. Right click on the “xml” file and SAVE AS:
CompanyName_SolicitationID.xml on your computer (example:
ABCCompany_304T-XX-123.xml).
2. Locate the file on your computer, right click and select
PROPERTIES.
3. Click the CHANGE button; select Microsoft Excel; select OK; select APPLY and OK to close the Properties window. (For a Mac, select the "Open with" drop-down menu, select Microsoft Excel and close window in the upper left.)
4. To open the file and complete, highlight the selection and double click.
5. If the issue persists, contact your IT department and make the Contract Developer, Noah Holdren, aware.
2 Lines Items 15,16,18,19, 20, 22, 23, 24 and 29: Are there size substitutions allowed if stocks are not available in the requested size? No, size substitutions are not allowed.
3 Lines 31 – 32: Are brand substitutions allowed for an equivalent grade of stock?
Yes; however, brand substitutions must meet all specifications.
Reference Part A Section A.7.1 Reference Brand Example.
Specific Usage, UOM, or Quantity for each line item? I see the UOM in the RFP says “M” but I wanted to confirm what the specific usage will be such as (cases, pallets, or truckloads of paper)
"CPA does not guarantee a specific volume to be purchased throughout the term of the Contract." Reference Part A, Section A.7.6 Quantities.
Reference the Mandatory Price Sheet for estimated quantities/usage and the UOM for each line item. Reference Part A Section A.8.3 Special Delivery Requirements for information about skid requirements and pallet size.
5 Timeframe of delivery? As most of these specialty papers are manufactured at the time of purchase.
The Mandatory Price Sheet contains a space for each line item where the Respondent must enter the number of days required by the Respondent to fill an order and deliver it to the Customer. Reference Part A Section A.8.5 Delivery Schedule and the Mandatory Price Sheet.
If stock becomes unavailable at the mill, is it acceptable to sheet product in house to continue to fill orders until mill stock becomes replenished?
The question seems to suggest a scenario that may occur after contract award. Reference Part A, Section A.15.4 Substitutions.
