About this file

This document is Addendum 3 to a Request for Proposals (RFP) issued by the City of Waco, Texas for the Purchase of an Armored Car for the Waco Police Department. The RFP seeks proposals from qualified vendors for the purchase of an armored car designed to provide maximum protection to occupants and equipped with the latest communication and safety technology. The armored car must meet or exceed the requirements outlined in Appendix D of the RFP. The vendor should provide a detailed description of the armored car, the installation process, a cost estimate, a warranty and service agreement, and an alternate bid for an EV chassis if available. The proposals are due by March 7, 2024 at 2:00 P.M., with an opening time of 2:05 P.M. the same day.

The revised statements in this addendum provide additional details on the required ballistics protection and warranty expectations. Specifically, the armored car must be able to protect against .50 cal ball ammunition, and the vendor should provide a summary of ballistic testing. Additionally, the City of Waco is seeking a comprehensive warranty package that demonstrates the vendor's commitment to being a good partner, with a preference for a 2-year full coverage warranty over a 3-year limited warranty.

Revised Statements:

Vehicle Ballistics

All ballistics armor and windows should be able to protect against .50 cal ball ammo. It is desirable that the vendor includes a summary of ballistic testing showing the resilience of the ballistic materials provided in the proposal.

Note for Warranty:

As part of our procurement process, we have established warranty requirements that are open-ended in nature. This is aimed at promoting healthy competition among vendors while also ensuring that a minimum warranty is offered. We value and appreciate vendors who offer the most comprehensive warranty packages, as this demonstrates their commitment to being a good partner. For instance, a 2-year full coverage warranty is more in line with our expectations than a 3-year limited warranty. We believe this purchase represents a partnership, and we are seeking vendors who share our values and commitment to excellence. To this end, we want the vendor to offer the maximum coverage they can provide at a reasonable price.
