About this file

This document is an Addendum to the Invitation for Bids (IFB) issued by the Texas Military Department (TMD) for the HVAC Replacement project, solicitation number TMD24-FMO-0033739. The addendum provides a Question and Answer document related to the project, which involves the removal and disposal of two chiller, boiler, and humidifier systems, and the installation of two new HVAC 12.5 Ton, Three-Phase Power (3ph) 230 volt (v) electric systems with 20 Kilowatts (KW) Heat at the TMD facility located at 7701 Wagnor Road, Mineral Wells, Texas, in Stephens County. The solicitation was previously issued, and this addendum does not extend the bid submission deadline.

The Question and Answer document addresses the potential for downsizing the cooling capacity from 25 tons to 20 tons, which would involve installing two 10-ton air handlers and two 10-ton condensers. The rationale provided is that the 25-ton system may be oversized for the 7,000 square foot building, and a 20-ton system would be more appropriate and efficient, potentially leading to long-term energy savings.

Question and Answer Document

Question: Is this TMD facility open to the idea of installing 20 tons of air conditioning instead of the 25 tons listed in the solicitation?

“Current Equipment:

• The current equipment ( 1 - 25 Ton air handler, 2 - 12.5 Ton Condenser units) provides 25 tons of cooling capacity to your 7,000 sq ft building.

The existing unit is equipped with a fresh air system designed to continually mix fresh air (outside air) into the conditioned space (inside the building). Since the outside air is continually mixing into the air handler, these units are typically oversized to compensate for the extra cooling capacity needed to condition the outside air as well as the air in the building.

Potential Problem:

• Since the project requires us to remove the fresh air system, 25 tons of cooling would now be technically considered 7.5 Tons oversized for your 7,000 sq. ft.

building. If the cooling capacity is significantly oversized, it will often lead to humidity issues within the building.

• Load calculations for cooling in Texas:

o 1 ton per 400 sq ft (insulated building) o 7000 sq ft insulated building = 17.5 tons of cooling

Solution:

• Downsize the units to a cooling capacity of 20 tons.

o Install (2) air handlers (10 tons each). Both equipped with 20kw heat strips o Install (2) condensers (10 tons each) in the place of the 12.5 ton condensers o All demo and installations listed in the solicitation (C.2 Statement of Work) will completed as requested

• This eliminates the potential problems with humidity within the conditioned space.

• Savings o This would reduce the initial cost of the project.

o The smaller units would be more efficient resulting in long term energy savings.”

Answer: as specified in the solicitation.
