About this file
This document is an Invitation for Bid (IFB) issued by the Texas Parks and Wildlife Department (TPWD) for milled fish feed for TPWD hatcheries. TPWD is seeking to establish a blanket contract for an initial order of 166,500 pounds of milled fish food, with deliveries required by March 1, 2024. The IFB specifies detailed item descriptions, quantities, and locations for a variety of milled fish feed products, including catfish floating feed, salmon ration, and coarse crumbles. Bids are due by 2:00 PM on January 30, 2024, and the contract will terminate when a term contract is awarded by the Comptroller's Statewide Procurement Division.
The IFB outlines pricing and packaging requirements, as well as warranty, inspection, and delivery terms. It notes that the contract will be awarded on an all-or-none basis to the bidder providing the best value. The IFB also includes various preferences for historically underutilized businesses, Texas-based businesses, and products made in Texas or with recycled materials. No information is provided about incumbents or funding sources, but the IFB states that TPWD will only pay for actual goods received.

Any claim by the Contractor for adjustment under this clause must be asserted within 30 days from the date of receipt by the Contractor of the notification of change, provided, however, that TPWD, if it decides that the facts justify such action, may receive and act upon such claims asserted at any time prior to final payment under this Contract.
