About this file

This document is an Addendum to the Texas Parks and Wildlife Department (TPWD) solicitation number 802-24-45108 for Milled Fish Food. The addendum provides clarifications on the solicitation, including that the initial order of 166,500 pounds of milled fish food must be delivered by March 1, 2024, and that future orders will be placed on an as-needed basis if a term contract is not awarded prior to the next feed delivery schedule. The solicitation has a due date of January 30, 2024, at 2:00 PM CT. TPWD does not intend to extend the bid due date, but may process an addendum to do so closer to the deadline if necessary. Respondents must state their delivery terms in their bid responses, as the delivery schedule may be a factor in determining the best value.

The addendum also clarifies that TPWD reserves the right to accept the price, negotiate, or reject entirely and purchase feed elsewhere if a term contract is not awarded prior to the next feed delivery schedule. Bidders are required to acknowledge receipt of this Addendum by returning a signed copy with their bid submission.

ADDENDUM

Addendum Number: 02 Dated: January 22, 2024

Solicitation Number: 802-24-45108

Solicitation Title: Milled Fish Food

Due Date/Deadline: January 30, 2024; 2:00pm CT Purchaser: Christina M. Brown

PURPOSE OF ADDENDUM: CLARIFICATIONS

Except as provided herein, all terms and conditions of the document referenced herein, remain unchanged and in full force and effect. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.

Questions and Answers Question 1: Is there a way to extend the bid due date?

Answer: Initial order shall be delivered no later than March 1, 2024. Due to this short turn-around, TPWD does not intend to extend the bid due date. However, responses will be monitored and if necessary, an addendum to extend may be processed closer to the bid due date.

Question 2: If we are awarded this bid, would it be possible to ship the order(s) out to receive the week of 3/4/2024?

Answer: Quantities referenced on lines 1 through 22 are to be delivered by March 1, 2024. If Respondents are not able to meet this delivery schedule, they must state delivery terms in their bid response. Delivery schedule may be a factor in determining best value.

Clarification Section 5) QUANTITIES AND FUTURE ORDERS is hereby amended as follows:

FROM:

b) Future orders will be placed on an ‘as needed’ basis by issuing a Purchase Order against the blanket contract resulting from this solicitation.

TO:

b) If the Comptroller’s Statewide Procurement Division is not able to award a term contract prior to the next feed delivery schedule, Future orders of Lines 1 through 22, and any additional products required (Reference Section 6) will be placed on an ‘as needed’ basis. TPWD will request a quote from the awarded vendor and will issue an amendment to the contract. TPWD reserves the right to accept the price, negotiate, or reject entirely and purchase feed elsewhere.
