About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by Texas Tech University (TTU) and the Texas Tech University System (TTUS) for Design Professional Services for the Wildlife Disease and Deer Research Facility (WDDRF) and the Llano River Conservation Center (LRCC) projects at the TTU Junction Campus in Kimble County, Texas. The WDDRF project is estimated to be between 1,000-1,500 GSF with a $1.5 million budget, while the LRCC project is anticipated to be 7,000-7,500 SF with a $4.9 million budget. The RFQ outlines the design professional responsibilities, required qualifications, evaluation criteria, and project schedule. Statements of Qualifications are due by 4:00 PM CT on January 3, 2024, and the firm selection is scheduled for February 29, 2024.
The RFQ indicates that the projects have the potential for subcontracting opportunities, and firms are required to provide their HUB Contracting Commitment percentage, with the State of Texas' goal being 23.7% for design professionals. The document also addresses funding sources, inflation considerations, and emphasizes functionality and flexibility as priorities for the new facilities.

TTU Junction
Texas Tech University strives for excellence in research, education and community engagement in natural resource management, watershed protection, ecological restoration, environmental conservation, range and wildlife management, invasive species, and zoonotic diseases. Acquired in 1971, the Texas Tech Center at Junction is home to the Llano River Field Station (LRFS) and Outdoor Learning Center (OLC).
Currently, the Texas Tech Center at Junction encompasses 411 acres and 31 buildings. In 2022, the center received funding approval for new construction and renovation on the campus through the Texas legislature under the SB 52 Capital Construction Assistance Projects (CCAP) funding. The overall budget approved was $8 million dollars. The proposed facilities and renovations have an overall budget of $6.4 million dollars (WDDRF $1.5m and LRCC $4.9m) and are outlined below. Please note that the new construction facility names identified in this study are proposed only and will be evaluated further as the project progresses.
Project Information - WDDRF
Estimated to be between 1,000 and 1,500 GSF.
Estimated project budget $1.5 million.
The lab facility will be a standalone facility on the main Junction campus for 1-2 researchers which will include open lab research, storage, custodial space with a floor sink, a room for an autoclave, and ante room to be used by graduate students.
Construction methods may include either built in place (CMU, metal clad, PEMB) or a modular-type construction would be acceptable.
The research/lab space has several requirements:
o BSL2 compliant as per Centers for Disease Control (CDC) requirements stated in the current edition of Biosafety in Microbiological and Biomedical Laboratories
(BMBL);
o Lab should be negatively pressured and monitored to alert the appropriate personnel if the space goes into a positive pressure state;
o Chemical fume hood;
o Autoclave;
o Lab ice machine, Lab glass washer;
o Space for up two (2) ultra-low (80-degree) freezer with storage racks;
o And laboratory freezer (-20 degree) 22 sf.
The lab should be equipped with a Vaisala freezer monitoring system (this system is used in other labs at TTU).
The flooring in the main lab area should be a slip resistant epoxy, sealed concrete, or other laboratory appropriate flooring product as per TTU standards.
TTU Environmental Health and Safety anticipates that the cleaning waste for the lab can be discharged into the sewer system such as the mop sink in a custodial space.
A single occupancy restroom will be required and can be shared space with the custodial space, if code permits.
The storage space will house field equipment, gases, and ancillary equipment.
Please reference the RFQ for other lab requirements.
Project Information – LRCC The LRCC will house a multi-purpose conference facility, teaching and specimen storage, teaching areas, catering/food prep area, and offices. The multiuse center will be able to accommodate a minimum 200-person capacity for meetings or events. Anticipated gross square footage will be in the range of 7,000 to 7,500 SF.
Estimated project budget $4.9 million.
Proposed facility should provide 2 primary types of space:
o Conference center – 200- to 250-person occupant space with flexible seating in auditorium layout (no tables) with options for flexible spaces to be assembled with tables and chairs. No fixed seating will be considered due to the limited flexibility of such installations.
o Teaching space – one or two 25-30 capacity (minimum) classroom or meeting spaces.
Modular or operatable type wall systems could provide flexible spaces by dividing the conference and classroom areas into smaller spaces. The conference space should have flexibility for 75-100 attendees for various events.
Project Information - LRCC
These state-of-the-art meeting facilities will need an AV set up, speaker areas, access to restroom facilities and food service/catering facilities.
The AV equipment should be capable of distance education functions and other possible meeting or broadcast functions. The setup should provide for multiple screens, speaker podium, and zoned areas for multiple presentations to be simultaneously broadcast or presented. Lastly, the AV setup should be low maintenance and simple to operate. The AV design specialist should consider that the facility is remote in the Texas Hill Country.
Food service areas should be setup similar to a catering kitchen with sink, food warming and cold storage. Food prep will be handled in another facility on the campus.
Storage for the facility will be required to address several needs. These needs include storage for tables and chairs, equipment, and teaching collections.
Exterior teaching space is requested with an open area for attendees. The area should include protection from the sun and rain and lighting for afterhours classes/events. The exterior space will be an extension of facility. This teaching space may be considered as an add alternate as budget allows.
Exterior lighting considerations for the parking and facility areas should consider the flexibility to dim/darken for special astrologic viewing events.
Utilities are shown in the RFQ.
The location(s) of future additions to the center should be considered during final site evaluation so the possible expansions are not within a flood prone areas and future parking can be accommodated.
The primary entrance to the facility should be a main focal point to draw interest as visitors arrive to the campus and facility. The entrance may also serve as the welcome point for the facility and serve as a reception/gathering area during various events.
Exterior appearance and façade should pay homage to the existing campus and the region. Large timber accent applications with rock features may be considered, but cost is also a consideration. Metal cladding or PEMB may also be an option for consideration during the design process. Please note that functionality of the new facility is a priority.
With the new WDDRF and the LRCC, additional parking will be required for visitors and facility users. Parking areas can be constructed of crushed limestone or asphalt millings.
Parking should accommodate a minimum of 150 vehicles. Existing parking south of the Administration Building will be available but will be limited. Plans for overflow parking should be confirmed with the Junction campus administration.
• This area of Kimble County has experienced extreme flooding events in recent years that resulted in major infrastructure and campus damages. For these new buildings, consideration regarding overall site drainage in the area would be required and will need to be considered by a design team.
