Design Professional Services Request for Qualifications 2 Wildlife Disease and Deer Research Facility and Llano River Conservation Center, FP&C 23-13
Texas Tech Program Director: Denise Hostick (email: denise.hostick@ttu.edu)
Project Budget: $ 6,400,000.00
Project Scope: Texas Tech University System and Texas Tech University strive for excellence in research, education and community engagement in natural resource management, watershed protection, ecological restoration, environmental conservation, range and wildlife management, invasive species, and zoonotic diseases. Acquired in 1971, the Texas Tech Center at Junction is home to the Llano River Field Station (LRFS) and Outdoor Learning Center (OLC).
Currently, the Texas Tech Center at Junction encompasses 411 acres and 31 buildings. In 2022, the center received funding approval for new construction and renovation on the campus through the Texas legislature under the SB 52 Capital Construction Assistance Projects CCAP funding. The proposed facilities and renovations are outlined below. Please note that the new construction facility names identified in this study are proposed only and will be evaluated further as the project progresses.
A. Wildlife Disease and Deer Research Facility (WDDRF) - Additional areas of ungulate research and innovation will generate interests of shared stakeholders and local communities. Among those stakeholders are federal and state agencies, municipalities, universities, K-12 schools, landowners, and other local groups who share expertise, planning and resources. This facility will provide much needed laboratory space, including equipment, for researchers working on a variety of studies related to wildlife disease throughout the region.
This WDDRF facility will serve as the regional centerpiece for wildlife and wildlife disease research where Chronic Wasting Disease (CWD) and other wildlife diseases exist. An expansion of the available laboratory facilities devoted to wildlife research will expand research programs on deer physiology, growth, nutrition, ecology, disease surveillance, with continued use and development of disease biomarkers, and disease therapy development with TTU faculty in the Department of Natural Resource Management, and the Davis College of Agricultural Sciences and Natural Resources, the School of Veterinary Medicine, the Museum of Texas Tech University, the Department of Biological Sciences , The Institute of Environmental & Human Health, and TTU Health Sciences Center. This facility will support and expand groundbreaking and impactful research and surveillance in a region with the greatest deer density in the United States.
1. The proposed lab facility is estimated to be between 1,000 and 1,500 GSF.
2. The lab facility will be a standalone facility on the main Junction campus for 1-2 researchers which would include open lab research, storage, custodial space with a floor sink, a room for an autoclave, and ante room to be used by graduate students.
TTU would like to review the cost and construction benefits of either a lab constructed on site in place, or a modular lab brought in with utilities connected on site.
3. The research/lab space has several requirements:
a. BSL2 compliant as per Centers for Disease Control (CDC) requirements stated in the current edition of Biosafety in Microbiological and Biomedical Laboratories (BMBL);
b. Lab should be negatively pressured and monitored to alert the appropriate personnel if the space goes into a positive pressure state;
c. Chemical fume hood;
d. Autoclave;
Design Professional Services Request for Qualifications 3 Wildlife Disease and Deer Research Facility and Llano River Conservation Center, FP&C 23-13
e. Lab ice machine, lab glass washer, space for up two (2) ultra-low (80-degree) freezer with storage racks, laboratory freezer (-20 degree) 22SF, double door lab refrigerator, lab bench with overhead utility service panel, portable undercounter storage, counter space for: microscopes, thermocycler, spectrophotometer, centrifuge, sink, ultra-pure water polisher, biosafety cabinet (no ducting/exhaust), waste storage, safety shower/eyewash, storage shelving, cylinder rack, lab tables and chairs, and access to reverse osmosis or deionized water.
4. The lab should be equipped with a Vaisala freezer monitoring system (this system is used in other labs at TTU).
5. The flooring in the main lab area should be slip resistant epoxy, sealed concrete, or other laboratory appropriate flooring product as per TTU standards.
6. TTU Environmental Health and Safety anticipates that the cleaning waste for the lab can be discharged into the sewer system such as the mop sink in a custodial space.
7. A single occupancy restroom will be required and can be shared space with the custodial space if code permits.
8. The storage space will house field equipment, gases, and ancillary equipment.
B. Llano River Conservation Center (LRCC) – The mission of the Llano River Conservation Center (LRCC) is to encourage education and community engagement in natural resource management, watershed protection, ecological restoration, environmental conservation, range and wildlife management, invasive species, and zoonotic diseases in the Central Texas Hill Country. The current campus facilities no longer meet the anticipated needs for research, engagement, and educational programs.
With the proposed facility, the campus and its mission will continue to grow and provide resources to the university and the community. The LRCC will house a multi-purpose conference facility, teaching and specimen storage, teaching areas, catering/food prep area, and offices. The multiuse center will be able to accommodate a minimum 200-person capacity for meetings or events. Anticipated gross square footage will be in the range of 7,000 to 7,500 SF.
1. Proposed facility should provide two primary types of space:
a. Conference center – 200-person to 250-person occupant space with flexible seating in auditorium layout (no tables) with options for flexible spaces to be assembled with tables and chairs. No fixed seating will be considered due to the limited flexibility of such installations.
b. Teaching space – one or two 25-30 capacity (minimum) classrooms or meeting spaces.
2. Modular walls could provide flexible space by dividing the area and allowing the conference space to also serve as larger lecture halls or a large conference space.
Areas for 75-100 attendees would be ideal for various events.
3. These state-of-the-art meeting facilities will need an AV set up, speaker areas, access to restroom facilities, and food service/catering facilities.
a. The AV equipment should be capable of distance education functions and other possible meeting or broadcast functions. The setup should provide for multiple screens, speaker podium, and zoned areas for multiple presentations to be simultaneously broadcast or presented. Lastly, the AV setup should be low maintenance and simple to operate. The AV design specialist should consider that the facility is remote in the Texas Hill Country. Additional information regarding data service is provided in the Telecommunications section of Design Criteria found later in this document.
Design Professional Services Request for Qualifications 4 Wildlife Disease and Deer Research Facility and Llano River Conservation Center, FP&C 23-13
b. Restroom access should be easily accessible to all occupants during various events without causing any disruption.
c. Food service areas should be set up similar to a catering kitchen with sink, food warming, and cold storage. Food prep will be handled in another facility on the campus.
4. Storage for the facility will be required to address several needs.
d. Furniture storage should be designed to handle chairs and tables for various event set ups.
e. Additional storage space will be needed to allow for storage and cleaning of collection gear and other equipment.
f. The LRCC will need cabinets to house teaching collections.
5. Exterior teaching space is requested with an open area for attendees. The area should include protection from the sun and rain and lighting for after-hours classes/events. The exterior space could be an extension of one end of the facility, but the design professional can evaluate various options. This teaching space may be considered as an add alternate as budget allows.
6. Exterior lighting considerations for the parking and facility areas should consider the flexibility to dim/darken for special astrologic viewing events.
7. Utilities for the facility.
8. The location(s) of future additions to the center should be considered during final site evaluation so the future expansions are not within flood prone areas and future parking can be accommodated.
9. The primary entrance to the facility should be a main focal point to draw interest as visitors arrive at the campus and facility. The entrance may also serve as the welcome point for the facility and serve as a reception/gathering area during various events.
10. Exterior appearance and façade should pay homage to the existing campus and the region. Large timber accent applications with rock features may be considered, but cost is also a consideration. Metal cladding or PEMB may also be an option for consideration during the design process. Please note that the functionality of the new facility is a priority.
11. New permeable (not concrete or asphalt) parking will be included with ADA access.
Functions of the new facility may be wide in scope and nature. The facility may be used for various conferences, educational events, Intersession classes, or various other gatherings. For example, in 2024 several astrological events are scheduled to occur, and infrastructure elements will be required.
The proposed Total Project Budget is $1.5M (for the WDDRF) and $4.9M (for the LRCC) for a total of $6.4M.
