About this file
This document is an Addendum to a Request for Proposals (RFP) issued by Texas State University for Low Voltage Electrical services. The RFP has a deadline of October 12, 2023 and covers the counties of Hays, Travis, and Williamson in Texas. The Addendum summarizes the Pre-Proposal Conference held on October 11, 2023, including the review of key RFP sections such as the contract term, submittal requirements, selection criteria, and the Scope of Work. The RFP has a Historically Underutilized Businesses (HUB) participation goal of 32.9% for special trade construction contracts. The Addendum provides detailed instructions on completing the HUB Subcontracting Plan (HSP), including the four different methods to meet the HUB goal. It also lists several minority and women-owned business trade organizations that have agreed to accept subcontracting opportunities.
The RFP seeks to establish a contract for Low Voltage Electrical services to support Texas State University. Pricing and delivery terms are to be provided in Section 6 of the RFP. There are no details provided about any incumbent contractors or the current service environment. The RFP does not specify funding sources or requirements, but indicates the University is the contracting entity.

RFP #754-Low Voltage Electrical Services-2024 HUB Goal 32.9% for special trade construction contracts
Historically Underutilized Business (HUB) Program
• State mandated program that promotes diversity in contracts.
• HUB vendors are certified by the State Comptroller’s Office.
HUB Subcontracting Plans (HSPs)
• Any contract over 90K needs a HUB Subcontracting Plan (HSP).
• Find HSP form at file:///C:/Users/mjw238/Downloads/hsp-allfms%20(8).pdf
There are 4 different ways to successfully complete a HSP.
1. Self-perform (not use any subcontractors, must complete justification)
2. Use only HUB subcontractors.
3. Meet the HUB goal (for example, 32.9% for Special Trade)
• 32.9% of contract going to companies certified as HUBs.
4. Good Faith Effort B
• For every subcontracting opportunity 3 HUBs and 2 trade organizations must be provided written notice of the subcontracting opportunity.
• You must provide documentation, screen shot of email is fine, that the HUBs and trade organizations were contacted.
• They must be contacted 7 working days prior to the bid closing date. (The initial day the notice is sent is “day 0” and does not count as one of the 7 working days.)
To find HUB vendors:
Commodity Book- use a keyword search to find NIGP Class Codes https://mycpa.cpa.state.tx.us/commbook/indexSearch Centralized Master Bidders List (CMBL)- use Class Codes to find HUB vendors https://mycpa.cpa.state.tx.us/tpasscmblsearch/tpasscmblsearch.do
Once you have the contract:
• Don’t forget if you have subcontractors, you will be required to fill out monthly PARs (Progress Assessment Reports)
• If subcontractors change or the $Amt. changes, please update your HSP.
