About this file
This document is Addendum #3 to the Request for Proposal (RFP) issued by Baylor University for Facility Operation and Utility Complex services related to the Baylor Energy Complex (BEC) and campus-wide Mechanical, Electrical, and Plumbing (MEP) services. The addendum addresses several scope-related questions, including clarification on the call center and computerized maintenance management system (CMMS) coordination between separate contractors, confirmation that the university will maintain contracts for elevators and fire/life safety systems, and details on the equipment and assets to be maintained under the BEC/MEP contract versus the Facilities Management (FM) contract. The addendum also provides additional details on the responsibilities for items such as emergency lights, kitchenettes, electrical distribution assets, uninterruptible power supply (UPS) systems, and backflow preventers.
Regarding pricing, the addendum confirms that the equipment and assets listed should be priced under the BEC/MEP RFP, not the FM RFP. It also notes that annual boiler inspections by a third-party are required, but there are no high-pressure air compressors that need biennial inspections. The RFP is for services in the jurisdictions of McLennan County and the City of Waco, Texas.

Addendum #3
Project Name: Baylor Energy Complex (BEC) and Mechanical, Electrical, and Plumbing (MEP) Services RFP Number: 2023-0253
Scope Questions
1. Call Center & CMMS Management (WebTMA)
a. In separating the FM and BEC/MEP RFPs it looks like the CMMS management and call center are under the BEC/MEP contract. If Baylor awards these two RFPs to separate contractors how does Baylor envision the CMMS and call center coordinating between contracts?
Baylor will coordinate between various contracts.
b. Does the university have handheld technology?
No. contractor will provide their own technology.
c. Will the BEC/MEP contractor receive all work orders and dispatch to the FM contractor?
Contractor will support call center and dispatch accordingly for after hours, weekends, and holidays ONLY.
2. ESBD_File_33167_1 RFP BEC MEP, Call Center (5.6.16) - Can the university confirm if the call center should be staffed by bidders 24/7?
Call center will be staffed by Baylor during normal business hours. BEC team will staff during after hours, weekends, and holidays. Please refer to 5.6.17.
3. Subcontractor Support - Please confirm which subcontractors the university will hold the contract? We see that elevators are a university held contract.
Elevators and fire/ life safety systems will be maintained by Baylor.
4. ESBD_File_331671_Exhibit 7 FM Equipment List – Fire Alarm/Suppression System
a. Can the university confirm if bidders are responsible for the maintenance and inspection of the fire alarm and suppression systems and if yes can an asset list be provided?
Yes, it is Baylor’s current intention to hold the life safety and suppression contract(s) directly. However, if an MEP / BEC service provider can execute that work in a differentiating manner, Baylor is willing to entertain that as a proposal alternate. Impact Fire Service is the current 3rd-party provider of that service.
b. Who is providing the testing and inspection of the fire alarm and fire suppression systems in accordance to NFPA 75? We did not see this requirement in either the FM or BEC/MEP contract.
Please refer to answer above, 4.a.
c. Under the BEC/MEP contract the electrical scope list emergency lights? Is the annual maintenance of the emergency lights going to be performed by the BEC/MEP contract?
Yes, this is BEC/MEP scope.
5. ESBD_File_331671_Exhibit-5 (FM RFP), Preventive Maintenance
a. Under Zone 2 the work order count includes: AHU, condensate pumps, fume hoods, CRAC units, etc. Will these assets be covered under the BEC/MEP contract?
Yes, this is BEC/MEP scope.
6. Vehicles
a. Does the university of current incumbent provider own the current vehicles required for performance under this contract?
The current service provider owns their vehicles.
b. If the university owns any vehicles can they provide a list of the types of vehicles owned (pickup, bucket truck, box truck, golf carts, front loaders, etc.)?
n/a
7. Equipment List – The equipment list included contains; AHUs, boilers, chillers, CRACs, UPS, Generators, Condensers, air compressors, etc. Should this equipment be priced in RFP 331671 (FM) or 33167 (MEP/BEC)?
This equipment should be priced in MEP/BEC RFP.
8. It is our understanding that bidders are responsible for the common area kitchenettes and dorm kitchens throughout campus. Can Baylor confirm if the following “Type Description” group assets (Food Svs- Storage/Kitchen Spt/Dispensing/Delivery/Cooking/Preparation) within the following buildings are to be priced under the MEP/BEC or FM contract:
Brooks Dining Hall This scope belongs to Dining RFP. Do not include in this contract.
East Village Dining Commons This scope belongs to Dining RFP. Do not include in this contract.
Beauchamp Athletic Nutrition Center This scope belongs to Dining RFP. Do not include in this contract.
Bill Daniel Student Center Kitchen This scope belongs to Dining RFP. Do not include in this contract.
McLane Stadium Please refer to Addendum #1 – question #12
McMullen-Connally Faculty Center This scope belongs to Dining RFP. Do not include in this contract.
Memorial Dining This scope belongs to Dining RFP. Do not include in this contract.
Penland Crossroads This scope belongs to Dining RFP. Do not include in this contract.
9. In reviewing the electrical distribution assets included in Exhibit 7 it would appear that the list is not all inclusive as defined in the scope of 5.6.10 (panelboards, circuit breakers, lighting relays, dimmer controls, motor control centers, motor starters, disconnects, etc.). Does the university have a more inclusive list for bidders to evaluate the electrical preventive and predictive testing and inspection requirements?
No, this list is not available at this time.
10. Is the bidder only responsible for maintenance and repair of one UPS under this contract? If bidders are responsible for UPS maintenance and repair can the university provide the quantity, manufacture, model number and sizes of UPS and associated batteries?
The selected BEC/MEP service provider is responsible for UPS support per the RFP. A more-inclusive equipment list is not available at this time.
11. If bidders are responsible for the maintenance, inspection, and repair of backflow preventers can the university provide a list of backflow preventers on campus?
12. In review Exhibit 4 and Exhibit 7 it appears that these lists are similar. Can Baylor confirm if these two reports are the same?
Yes, this is the same data extract.
13. Foster Pavilion and Fudge Football
a. Should bidders include the cost for FM and BEC/MEP services within our proposed price response?
Yes, these buildings are included.
b. We understand that these facilities are coming online in 2023, but for bidding purposes can the university provide the assets (electrical, fire/life safety, HVAC, plumbing) associated with these facilities?
14. Are annual boiler inspections required by a 3rd party boiler inspector for annual certifications?
Yes.
15. Are there high-pressure air compressors that are required to be inspected by a certified inspector every two years?
No.
a. If so, what systems does Baylor support? Are they part of the auto-start systems for the emergency generators?
n/a
