About this file

This file is a vendor information and submission guide issued by the Texas Department of Public Safety (DPS) for solicitation responses submitted through the DPS Online Bid Room portal. The document outlines the procedures for vendors to submit bids for the Floor Coating Removal Project. Vendors may submit responses electronically through the DPS Online Bid Room or through alternative methods specified in the solicitation package. All submissions must comply with the specific form and delivery requirements detailed in the solicitation package, and responses must be received by the stated due date and time. The document emphasizes that failure to adhere to submission requirements may result in disqualification of the response.

To participate, vendors must complete a two-step registration process: first registering at the DPS Online Bid Room portal to obtain username and credentials (which may take up to two business days), and second using those credentials to access solicitation opportunities and submit responses electronically. The document provides multiple resources to assist vendors, including a vendor user guide, frequently asked questions, tutorial videos, and direct support contact information. Notably, the document clarifies that technical difficulties with the optional DPS Online Bid Room submission method do not constitute grounds for protesting a contract award, and that late submissions are not accepted. Electronic submissions via the portal generate automatic confirmation of receipt through the system.
