About this file

This document is Section III Terms and Conditions for a Request for Proposal (RFP) issued by the Texas Veterans Commission (TVC), a state agency of Texas. The document establishes the general terms, conditions, specifications, and requirements that will govern any contract awarded as a result of the solicitation for the 2027 TVC Annual Conference. While specific details regarding quantities, delivery schedules, bidders' meetings, and award dates are not detailed in this terms and conditions document itself, the file establishes that all responses must comply with the State Purchasing Act (Title 10, Subtitle D, Chapters 2151-2177 of the Texas Government Code) and TVC rules. The resulting contract will consist of a single document containing all rights and duties extracted from the solicitation terms and conditions, attachments, exhibits, supplements, addenda, and the successful contractor's response and any best and final offer if applicable.

Award will be based on best value criteria as determined solely by TVC, which may include how well the proposal meets stated goals and objectives, quality and reliability of proposed services, effect on agency productivity, customer-focused solutions, contractor experience, and past performance measured through the Vendor Performance System. Respondents must provide pricing on a unit basis with freight quoted FOB destination and prepaid unless otherwise specified, and must comply with numerous certifications and requirements including E-Verify system utilization, compliance with federal and state tax laws, non-discrimination provisions, cybersecurity training if accessing state systems, and various statutory requirements related to debarment, conflicts of interest, child support obligations, human trafficking prohibitions, and restrictions on boycotts of Israel and energy companies. The contract is subject to termination for convenience with 30 calendar days' notice or for cause if the contractor fails to meet specifications or comply with contract terms, and all work products become the exclusive property of the State of Texas.
