The RFP seeks a single qualified venue capable of providing lodging, meeting space, food and beverage services, and audio/visual support for a multi-day, statewide conference. The event requires approximately 2,090 direct-bill room nights across four nights, with estimated attendee counts ranging from 593 to 452 depending on arrival and departure schedules. Meeting space requirements include one general session ballroom accommodating 700-800 attendees, one secondary ballroom for 200 attendees, up to 20 breakout rooms with capacities ranging from 20 to 100 attendees, boardrooms for administrative functions, and specialized spaces including a computer lab and secure planning room. The facility must accommodate parking for approximately 822 attendees daily and provide comprehensive audio/visual support for all session types. The RFP was issued on July 15, 2026, with written questions due by July 29, 2026, and proposals due on August 26, 2026, at 2:00 PM Central Time. The conference is scheduled to occur between September 15 and December 15, 2027, over three consecutive operational days plus one setup day. The contract commences upon final execution and remains effective through June 30, 2027.

Respondents must submit detailed pricing for all services, including lodging rates compliant with State of Texas government per diem requirements, meeting space rental, audio/visual services, food and beverage options, parking, and any complimentary concessions. TVC does not guarantee minimum or maximum quantities and will pay only for actual services rendered. The facility must waive all deposit requirements and financial guarantees related to room blocks, with no attrition penalties assessed for unused rooms. A minimum of three professional references demonstrating comparable conference experience within the past five years is required. The evaluation will be based on best value to the State using weighted criteria including qualifications and experience (15%), facility requirements (20%), location and logistics (10%), pricing and cost (25%), food and beverage options (10%), audio/visual capabilities (10%), past performance (5%), and value-added services (5%). Preferred facility locations include the Dallas-Fort Worth Metroplex, Houston, Galveston, San Antonio, Austin, Corpus Christi, and Bryan/College Station areas. TVC reserves the right to request Best and Final Offers, conduct negotiations, reject any or all proposals, and make award determinations based on overall best value rather than lowest cost alone. Anticipated notice of intent to award is scheduled for January 2027, with contract execution to follow upon final approval.
