About this file
This document is a proposal submission instruction guide issued by the Texas Veterans Commission (TVC) for the 2027 TVC Annual Conference. The RFP (No. 403-2026-1801-004) solicits comprehensive event management services including meeting space management, lodging coordination, audio/visual services, food and beverage services, registration services, and conference planning. Respondents must submit proposals organized in eight specific sections: a cover sheet and executive summary, complete proposal responses addressing Section III requirements, responses to service and technical requirements from Section II, past performance documentation with three to five similar projects completed within the last five years, detailed pricing for all required and optional services, sample menus for meals and banquets, a signed execution of proposal form with required certifications, and acknowledgment of all issued addenda. All proposals must be submitted to bidresponses@tvc.texas.gov with "RFP 403-2026-1801-004" in the subject line by 2:00 p.m. Central Time on the date specified in Section II, Subsection 1 of the full solicitation, with no late submissions accepted.
Pricing proposals must include itemized line costs for lodging requirements, meeting space requirements, audio/visual requirements, and catering services, with respondents encouraged to list all available optional items and amenities for consideration. The submission checklist serves as a compliance verification tool, though it is not exhaustive of all mandatory requirements. TVC reserves the right to waive minor administrative irregularities, request clarifications, and verify any submitted information, including reference checks on past projects. Respondents must disclose any contract terminations for cause, corrective action plans, litigation related to contract performance, or assessments of damages or penalties within the past five years. The Execution of Proposal form requires certification of eligibility, current accuracy of all statements, compliance with antitrust laws, Texas residency status where applicable, child support obligations, ownership information, and authorization of the signing representative.
