About this file

This is a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) seeking qualified freight transportation service providers to handle pickup and delivery of federal and state surplus property throughout the continental United States. The RFQ solicits qualified vendors to transport surplus property to three designated Texas warehouse locations: Austin Surplus Property Warehouse (6506 Bolm Rd, Austin, TX 78721), San Antonio Surplus Property Warehouse (2103 Ackerman Rd, San Antonio, TX 78219), and Fort Worth Surplus Property Warehouse (2826 N. Beach St., Fort Worth, TX 76111). The RFQ (No. 0009955) was issued on July 8, 2026, with a proposal submission deadline of August 7, 2026, at 3:00 PM via the OpenGov portal. Questions must be submitted by July 21, 2026, at 12:00 noon, with TFC responses provided by July 24, 2026. The contract term extends through August 31, 2028, with the potential for two additional two-year renewal periods. An open enrollment period occurs each June to allow additional transportation service providers to be awarded. Purchase orders are expected to be issued by August 21, 2026.

Qualified transportation service providers must submit a completed, signed, and notarized Freight Transportation Service Provider Agreement and a Certificate of Insurance meeting specified requirements. TFC will review submissions and conduct performance history, safety, and authority evaluations through multiple systems including the Texas Vendor Performance Tracking System, System of Award Management, Safety and Fitness Electronic Records System, and the Federal Motor Carrier Safety Administration database. The RFQ does not specify an award to a particular number of vendors; rather, additional vendors may be approved periodically throughout the contract term. Incomplete submissions will not be considered, and all documentation must be uploaded to the OpenGov portal without embedded documents. Respondents should submit questions in editable format via the OpenGov portal or email to the designated agency points of contact.
