About this opportunity

Texas Facilities Commission is requesting qualifications from freight transportation service providers to transport federal and state surplus property to three warehouse locations in Austin, San Antonio, and Fort Worth, with proposals due August 7, 2026 at 3:00 p.m. The RFQ (No. 0009955) operates on open enrollment, allowing TFC to approve additional vendors throughout the contract term on an annual basis rather than awarding to a fixed number of carriers; the contract runs through August 31, 2028 with potential for two additional two-year renewal periods.

Qualified providers must pickup and deliver surplus property throughout the continental United States to the three designated TFC warehouse locations. Services span standard full-truckload and less-than-truckload shipments using equipment types including 53-foot standard dryvan or flatbed trailers, 40-foot gooseneck trailers, Conestoga trailers, RGN or Lowboy trailers, and specialized equipment with tarps, straps, ramps, winches, and permits as needed. As of September 1, 2025, TFC had awarded 286 freight loads representing $667,927.37 in transportation services, with an existing qualified vendor pool of approximately 20 Transportation Service Providers.

Respondents must submit a completed, signed, and notarized Freight Transportation Service Provider Agreement and Certificate of Insurance. TFC evaluates submissions through the Texas Vendor Performance Tracking System, System of Award Management, Safety and Fitness Electronic Records System, and Federal Motor Carrier Safety Administration database. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per occurrence), and Workers' Compensation Insurance ($1,000,000 per occurrence). Pricing is determined through competitive quoting on individual shipments, with detention capped at $60.00 per hour after three hours of included load time and overnight stay fees limited to $250.00 per night when approved.

Questions are due July 21, 2026 at noon, with TFC responses by July 24. Purchase orders are expected August 21, 2026. Submissions must be uploaded to the OpenGov portal without embedded documents.
