About this file
This document is a Summer Media Campaign scope of work for the State of Texas. The campaign encompasses comprehensive media services including digital advertising, social media management, print advertising, broadcast media placement, and creative development across multiple platforms and channels. The project aims to promote state initiatives and programs through coordinated messaging across traditional and digital media outlets. The scope requires the selected vendor to develop campaign strategies, create advertising content, manage media buys, track campaign performance metrics, and provide detailed reporting on reach and engagement. The contract term extends through the specified campaign period with potential for extension based on performance and budget availability.
The pricing structure is based on a competitive bid process with costs broken down by media category and service line. Budget allocations are provided for digital, print, broadcast, and creative services, with specific line items for production, placement, and management fees. The State of Texas will fund the campaign through appropriated state budget resources. Performance metrics and key performance indicators will be tracked throughout the campaign duration, with monthly reporting requirements to demonstrate campaign effectiveness and return on investment. The selected vendor must demonstrate experience in large-scale media campaigns, possess established relationships with major media outlets, and provide evidence of successful previous campaigns for government or large institutional clients.

SECTION I – INTRODUCTION AND STATEMENT OF WORK
INTRODUCTION
The Texas Department of Agriculture (TDA or Department), an agency of the State of Texas, issues this REQUEST FOR PROPOSAL (RFP) to solicit responses from qualified Respondents for 5510001089, as described in this Section I and in this solicitation. TDA’s objective is to obtain the services of a Contractor to provide a full-service media and outreach campaign to promote the Summer Food Service Program (SFSP) statewide as well as target areas based on vendor and agency assessments that represent the best value for TDA and the State of Texas, according to the terms and conditions of this solicitation.
RESPONDENTS ARE CAUTIONED TO READ THE INFORMATION CONTAINED IN THIS SOLICITATION CAREFULLY AND TO SUBMIT A COMPLETE RESPONSE TO ALL REQUIREMENTS AND QUESTIONS AS DIRECTED.
All costs associated with the solicitation must be included in the Respondent’s Proposal. Solicitation responses that do not meet all the requirements or contain all the required documentation specified in this solicitation may be rejected as non-responsive.
BackGRound Established by the Texas Legislature in 1907, TDA was created to gather statistics on crops and livestock and to educate farmers on advanced farming methods and practices. Over time, TDA’s responsibilities expanded significantly, including the absorption of the Texas Department of Rural Affairs and the State Office of Rural Health in 2011.
TDA touches the lives of nearly every Texas citizen and is charged with protecting consumers by ensuring standards are upheld with licensed professionals and businesses. These standards provide an environment for consumers to conduct business with confidence with those licensees. TDA serves the public by providing public protection, consumer confidence and health protection.
The Department has regulatory responsibility to ensure licenses are appropriately issued and renewed. TDA strives to provide accessible and responsive services that strengthen public safety and consumer protection. Today, TDA performs a wide variety of regulatory, nutrition, economic development, and marketing activities, such as:
1) Regulating the production and transport of agricultural commodities and reviewing commodity board budgets;
2) Administering numerous federal and state nutrition assistance programs for children and adults;
3) Regulating agriculture-related activities in the marketplace to protect consumers, such as retail package content and weighting device calibration and the registration and use of agricultural, residential, and commercial site pesticide applications;
4) Providing financial assistance for agribusinesses and rural enterprises, rural healthcare facilities, and community infrastructure projects to promote economic development in rural Texas; and
5) Promoting Texas agricultural and rural products locally, nationally, and internationally.
6) TDA’s Food and Nutrition Division (F&N) administers the federally funded SFSP in Texas. The purpose of the SFSP is to ensure that children can access nutritious meals during the summer months when those children do not have access to meals through the National School Lunch Program or the National School Breakfast Program. Organizations that operate the SFSP provide nutritious meals at no cost to children ages 18 and under during the summer months at participating meal sites. The awareness campaign is statewide. While meal site locations will vary from year to year, TDA targets its SFSP campaign and marketing tactics towards audiences residing in zip codes where meal sites were located in previous years, although new areas are anticipated during the Contract period due to new program options unique to rural areas.
7) TDA contracts with schools and non-profit organizations, sometimes referred to herein as Contracting Entities (CEs), who then work with summer sites to provide no-cost meals. The United States Department of Agriculture (USDA) provides funding to TDA to reimburse CEs for the meals served at their sites. The program is governed by state and federal regulations.

If Contractor fails to meet the analytics established at the beginning of the campaign, regardless of the reason(s) or factor(s) noted for the failure(s), Contractor must provide a “make good” option for the following summer or make a financial adjustment based on the failure to meet campaign goals based on the final analytics provided at the end of the current SFSP campaign year. Options for acceptable financial adjustments include:
1. Reduction in campaign fees – Charge TDA only for the actual analytics produced by the ad by proportionately reducing the cost to TDA based on the actual impressions of the ad when compared to the promised impressions for the ad.
a. For example: if the TDA-approved media buy promised 100,000 impressions at a cost of $90,000 and reported analytics show that the ad produced only 90,000 impressions, then TDA would be entitled to a 10% reduction in the cost of the ad and owe $81,000, instead of $90,000.
2. Provide a “make good” option for next year’s campaign that equals or exceeds the value of the deficiency. TDA reserves the right to accept or reject proposed make-proposed make-good options.
