About this file
This is a Data Security Requirements exhibit from the Texas Department of Agriculture (TDA) establishing mandatory security standards for contractors handling sensitive personal information and agency data under state contracts. The exhibit outlines comprehensive technical and operational requirements that contractors must implement and maintain throughout the contract term and any renewal options, including compliance with NIST SP 800-53 standards or TX-RAMP requirements for protecting Personally Identifying Information (PII). Contractors are required to submit quarterly vulnerability reports and security updates to TDA's IT department, report any system breaches within 24 hours with resolution required within 72 hours, and maintain encrypted data storage and transmission protocols. Additional requirements include adherence to Payment Card Industry Data Security Standards, implementation of password standards requiring a minimum of 10 characters with specific complexity requirements, and certificate authentication using TLS 1.2 or above for HTTPS connections.
The exhibit mandates that contractor hardware infrastructure be TX-RAMP compliant and web applications be OWASP compliant, with data encryption meeting at least AES 128-bit standards. Contractors must provide proof of background checks for all personnel with PII access, submit basic network diagrams upon request, and maintain disaster recovery plans. Quarterly vulnerability reports are due by the first business day of each quarter, with remediation efforts adhering to TX-RAMP guidelines. Annually by September 1st, contractors must provide either a Service Organization Controls Report (SOC 2 - Type 2) or a Bridge Letter to TDA's Chief Information Officer and Information Security Officer. All contractors must represent and warrant compliance with the state's Cloud Computing State Risk and Authorization Management Program and maintain such certifications throughout contract performance.
