About this file

This is Addendum No. 2 to a Request for Qualifications (RFQ) issued by the Texas State University System for indefinite-delivery, indefinite-quantity professional land surveying services under RFQ No. 758-26-00095. The addendum, issued June 30, 2026, addresses five clarifying questions submitted by respondents regarding the solicitation. The RFQ seeks qualifications from surveying firms to provide comprehensive land surveying services, including land boundary surveys, topographic surveys, ALTA/ACMS land title surveys, foundation surveys, as-built surveys, and subsurface utility engineering in support of university system facilities statewide. Qualifications were originally due July 14, 2026, at 2:00 p.m. CDT, with the initial contract term set at three years and options for two additional one-year renewal terms. The evaluation process includes a short list announcement by July 24, 2026, interviews scheduled for July 28, and anticipated selection by August 3, 2026, with fee negotiation and contract execution targeted for September 1, 2026.

The addendum clarifies that respondents are not required to use specific NIGP codes or scopes identified by the Texas State University System when preparing their VetHUB Subcontracting Plans and may instead identify applicable categories based on their business approach. The requirement to submit a VetHUB Subcontracting Plan is responsive if respondents demonstrate good-faith effort to identify qualified VetHUB vendors, even if no qualified vendors are located; the one percent VetHUB participation target is a goal rather than a quota. For evaluation purposes, "skill group" refers to specific disciplines, registered professionals, or trades employed in providing professional land surveying services within the State of Texas. The addendum provides the correct URL for accessing VetHUB forms from the Texas State Comptroller's website at https://comptroller.texas.gov/purchasing/vendor/hub/forms.php. The contract value shall not exceed $500,000 for the total agreement term, including all extensions, though the Owner reserves the right to increase this limit.

RFQ No. 758-26-00095

I. GENERAL:

A. Below are the Questions that were presented along with Answers to each in relation to this RFQ as of June 30, 2026, 12:00 p.m.:

1. Question: Will respondents be required to use any specific NIGP codes, scopes, or work categories that Texas State University System has identified as possible

VetHUB subcontracting opportunities, or are respondents free to use the NIGP codes, scopes, or work categories they identify as applicable to their anticipated approach?

Answer: Respondents are not required to use any specific NIGP codes, scopes, or work categories in preparing their VetHUB Subcontracting Plan, and may use those they believe will be applicable for their respective business approach in response to this solicitation.

2. Question: If a respondent identifies only one potential subcontracting opportunity based on the anticipated services under this RFQ, performs the required good-faith effort for that opportunity, and is unable to locate a qualified

VetHUB vendor, would the respondent’s HSP still be considered responsive?

Answer: In preparing a VetHUB Subcontracting Plan, the Respondent must demonstrate that they performed a good-faith effort to identify VetHUB vendor(s) that align with their perceived needs in response to this solicitation. If the Respondent’s documented good-faith effort results in an inability to identify one or more qualified VetHUB vendor(s), the VetHUB HSP requirement will still be considered as being responsive.

3. Question: Is identifying and soliciting one legitimate subcontracting opportunity acceptable if that is the only subcontracting opportunity the respondent has identified for the anticipated scope of work, or are respondents expected to identify additional subcontracting opportunities in order to meet the

1% VetHUB participation goal?

Answer: See reply to Question No. 2. For the avoidance of any doubt, the one

(1%) participation value is a goal, not a quota or specific requirement.

4. Question: Under Criteria Two (3.2), 3.2.1.5 “Number of employees by skill group” – can you please define “skill group” and if you are looking for all of our company’s employees or if we should narrow it down to Texas locations only? Do you want it to focus on all employees or just our Survey personnel

(land and aerial)?

Answer: Skill group means the specific disciplines, registered professionals, or trades the Respondent typically employs in the provision of Professional Land

Surveying services as outlined in Paragraph 2.1 of the RFQ. The skills groups named should reflect the needs and scope of the RFQ and include those individuals the Respondent would employ within the State of Texas.

5. Question: Section 1.13.2 states that the VetHUB Subcontracting Plan (HSP) information may be downloaded from the Texas State Comptroller's website at the following URL link: VetHUBprogram@cpa.texas.gov. The reference provided appears to be an email address rather than a web URL. Could you please provide the correct URL or direct link from which Respondents may download the required VetHUB Subcontracting Plan (HSP) form for submission with this RFQ?

Comptroller’s website at:
