About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Texas State University System for indefinite-delivery, indefinite-quantity professional land surveying services. The addendum, issued on June 26, 2026, clarifies key requirements and answers six substantive questions from respondents regarding the solicitation (RFQ No. 758-26-00095). Qualifications are due July 14, 2026, at 2:00 p.m. Central Daylight Time, with questions due by June 30, 2026. The contract encompasses land boundary surveys, topographic surveys, ALTA/ACMS land title surveys, foundation surveys, as-built surveys, and subsurface utility engineering services in support of university system facilities planning, design, renovation, and construction throughout Texas. The initial contract term is three years with two optional one-year renewal periods, and the contract value shall not exceed $500,000 for the total agreement term, though the owner reserves the right to increase this limit. Short-list announcement is scheduled for July 24, 2026, with interviews on July 28 and selection anticipated by August 3, 2026.

The addendum addresses critical compliance and submission requirements, including clarification that a VetHUB Subcontracting Plan with specific subcontractor names and dollar amounts must be submitted with the qualifications, reflecting anticipated subconsultant services for land surveying work, with a one percent (1%) VetHUB participation goal. Original signatures (not digital images) are required on the Execution of Offer document. For annual revenue documentation under Criterion Two, respondents must provide land surveying market-specific revenues for the past ten years, or if the firm has been in operation for fewer than ten years, a statement of inception date with revenues for the years of operation is acceptable. Respondents must be licensed or registered by the Texas Board of Professional Engineers and Land Surveyors and must submit one hard copy and one digital copy of their Statement of Qualifications on USB or flash drive in Adobe Acrobat PDF format, along with required certifications regarding franchise tax status, non-discrimination, cybersecurity training, and other Texas statutory compliance requirements.

Addendum No. 1 - RFQ for IDIQ Professional Land Surveying Services (posted 06/26/2026) for The Texas State University System

RFQ No. 758-26-00095

I. GENERAL:

A. Below are the Questions that were presented along with Answers to each in relation to this RFQ.

1. Question: The VetHUB Subcontracting Plan (HSP) is required as part of the

Respondent's Qualifications per Section 1.13.1. The HSP form typically requires identification of specific subcontractors, scopes of work, and dollar amounts. However, given the Indefinite Delivery-Indefinite Quantity nature of this contract, specific project scopes, locations, and task order values will not be known until individual Task Orders are issued after contract award. Could you please clarify how Respondents should complete the VetHUB

Subcontracting Plan under these circumstances? Specifically:

a) Should the HSP reflect anticipated VetHUB utilization across the overall

IDIQ contract term, or will a separate HSP be required at the individual

Task Order level?

b) If task order-level HSPs are required, is a general commitment to VetHUB good faith effort acceptable for the SOQ submission HSP in lieu of specific subcontractor names and dollar amounts?

Answer: In regard to Question a), the HSP should reflect any anticipated subconsultant services the Respondent may typically include in providing the land surveying services contemplated by this RFQ. When a Task Order is issued, those named subconsultant are expected to be employed in the performance of the work, as applicable. If a specific Task Order requires additional subconsultant services, the HSP will need to be amended accordingly. In regard to Question b), as indicated in the response to Question a), a HSP is required in response to this solicitation, including specific subconsultant names, and a general commitment to a VetHUB good faith effort in response to this RFQ will not be considered acceptable.

2. Question: Please confirm whether a digital image of our firm’s authorized representative’s signature is acceptable to satisfy the original signature requirement for hard copy and execution of offer documents.

Answer: As stated in paragraph 1.5.3 pf the RFQ, an “…original signature must be included on the Execution of Offer document…”. A digital image of a signature is not acceptable.

3. Question: Is there a VetHUB percentage requirement?

Answer: The VetHUB percentage participation goal for this solicitation is one percent (1%).

4. Question: Please confirm the applicable time zone for the question submission deadline?

Answer: As stated in paragraph 1.5.2 of the RFQ, Qualification are due on

July 14, 2026 – 2:00 p.m. (C.D.T.) - Central Daylight Time.

5. Question: Regarding Criterion Two, Section 3.2.1.6, “Annual revenue totals for the past ten (10) years”: Should the annual revenue totals be specific to the land surveying market, or should they reflect the engineering firm’s total annual revenue?

Answer: The annual revenue totals should reflect the land surveying market.

6. Question: Regarding Criterion Two, Section 3.2.1.6, “Annual revenue totals for the past ten (10) years”: If the firm has not been in business for the full 10-year period, would a statement of inception, along with total annual revenues for the years the firm has been in operation, satisfy this requirement?

Answer: For firms that have not been in business for a full ten years, providing a statement of the firm’s date of inception along with total annual revenues for the years the firm has been in operation will be an acceptable response.
