About this file

This is a Statement of Qualifications (SOQ) requirements document for a Groundwater Study project issued by the University of Texas System in Texas. The document outlines comprehensive evaluation criteria and submission requirements for respondents seeking to provide professional services related to a groundwater study. Respondents must submit detailed qualifications addressing seven primary evaluation criteria, including general company information, project team qualifications, relevant project experience from the past ten years, and experience with University of Texas System or major higher education institutions. The SOQ requires respondents to provide resumes of key personnel, organizational charts, project management approaches, quality assurance programs, and detailed descriptions of five representative projects most related to the current groundwater study, each with project costs, timelines, scope descriptions, and client references. Submissions must be concise yet thorough, formatted according to specified page limits per criterion, and must address all requirements to avoid rejection for non-responsiveness.

The document establishes maximum point allocations for each evaluation criterion, with the highest point values assigned to performance on past representative projects (30 points), respondent planning capabilities (20 points), and project team ability to provide services (15 points). Respondents must demonstrate financial stability, disclose any litigation or financing defaults, and confirm the absence of conflicts of interest with University of Texas System employees or board members. The SOQ emphasizes the importance of local presence and resources for field work in Central Texas, familiarity with regional soil and hydrological conditions, experience with geological and hydrogeological analysis and infrastructure systems related to groundwater, and the ability to manage project continuity and quality assurance. Respondents must also address their understanding of current industry trends, sustainable design practices, and their strategies for problem-solving, stakeholder collaboration, and schedule management.
