Addendum No. 1 – Questions and Answers for IFB 808-26-261998
This is an Addendum No. 1 Questions and Answers document issued by the Texas Historical Commission (THC) for the Invitation for Bid (IFB 808-26-261998) regarding the installation of a water tank at San Felipe de Austin State Historic Site in San Felipe, Texas. The addendum, posted June 23, 2026, clarifies specifications for a 25,000-gallon Zincalume Silver water storage tank (Pioneer Water Storage Tank Model XLR 23/02, 26'4" diameter by 7'2" height, with 25,124 usable gallons) and associated infrastructure components including a 29' by 29' concrete structural slab with 6-inch thickness, below-grade plumbing with 100 feet of trench and 6-inch PVC piping, and equipment such as a 6-inch anti-vortex outlet, 2-inch inlet with float valve, 6-inch butterfly valve, Fire Department Connection (FDC) hardware, sacrificial anodes, roof system, and Windmaster ventilator. The equipment specifications are detailed in Section 3.B of the Scope of Work and comply with NFPA standards (NFPA 22 ed. 2018, NFPA 24 ed. 2019, and NFPA 25 ed. 2020). Mandatory pre-bid site visits are required between June 16-19, 2026, with the site located at 220 2nd Street, San Felipe, Texas 77473, operating hours Tuesday to Sunday, 9 AM to 5 PM, with site contact available at 979-885-2181 or via email at jordan.anderson@thc.texas.gov or Stephen.kelly@thc.texas.gov. A signed Site Visit Form (Exhibit X) must be included with the bid submission, or the bid will be rejected. Bids are due July 9, 2026, at 2:00 PM CT.
The addendum emphasizes that all equipment specifications, including the specific tank model, hold-down kit, inlet/outlet components, and associated hardware, are mandatory requirements outlined in the Scope of Work. Bidders must acknowledge receipt of this addendum to avoid proposal rejection. The document provides critical clarification on previously undefined specifications such as FDC hardware, which is identified as an aluminum Fire Department Connection label (18" by 9"), enabling contractors to accurately price materials and labor for the complete installation project.
