About this file

This is Addendum #1 to RFP 2026-1194 for Real Estate Brokerage Services issued by Texas Tech University through the Office of Procurement Services, dated June 23, 2026. The addendum provides clarification on mandatory requirements and participation goals for proposers responding to the original solicitation with proposals due June 29, 2026. The RFP seeks qualified brokers or broker panels to provide real estate services including purchases, sales, and leases for land, commercial, and residential properties. Proposers must demonstrate five years of transaction history by property category and dollar value, with experience serving higher-education institutions or public-sector clients, and provide statements of qualifications detailing market valuation methodologies, broker price opinions, comparative market analyses, quality assurance processes, technology platforms, response time expectations, and communication plans with identified points of contact.

Key clarifications in this addendum address waiver of mandatory requirements for firms proposing only services that do not require real estate licenses, with experience acceptable at the individual level if the company lacks the required five years; Texas Tech University's VetHUB participation goal is 0.5 percent; subcontracting plans and HUB/VetHUB compliance documentation, when required, will be completed upon each individual engagement rather than submitted with initial proposals, with the university's procurement team providing assistance; and all subcontracting plans must be submitted regardless of subcontractor or prime contractor status. Proposers must acknowledge receipt of this addendum on their proposal forms.

ADDENDUM #1

DATE: Tuesday, June 23, 2026

TO: All Proposers

FROM: Andrew Jaco, Project Manager, Office of Procurement Services

SUBJECT: Texas Tech University RFP 2026-1194 Real Estate Brokerage Services

NOTICE TO ALL PROPOSERS:

The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project.

You must acknowledge receipt of this Addendum by noting it on your proposal form.

Item #1:

Question 1: If a firm is only proposing on Services listed in 1.2.1, 1.2.5,

1.2.6 of the RFP and/or others that can be performed without a real estate license, will the mandatory requirements listed in 2.1.1, 2.1.2, and 2.1.9 be waived?

Answer: Yes, if the Services do not fall under the statutory requirements of

2.1.9, then 2.1.1 will not apply. If the company does not have 5 years of experience, we would like to see that experience at the individual level.

Question 2: Is there a certain % goal for VetHUB participation?

Answer: TTU’s current VetHUB goal is .5%

Question 3: Are proposers required to identify subcontracting opportunities and submit a Subcontracting Plan with the Proposal, or is this something that could be completed as specific engagement letters are awarded in the future once a scope of services is defined?

Answer: This will be completed upon each engagement. Our team will work with you to complete any needed requirements.

Question 4: Do we need to submit a HUB / VetHUB subcontracting plan even if none of our sub-contractors qualify? If so, can you please advise on the correct form to use.

Answer: Subcontracting Plans, when required, will need to be submitted regardless of Subcontractor or Prime Contractor status. Our team will work with you to complete any needed requirements on each individual engagement.
