About this file

This is an Addendum 1 Q&A document issued by Travis County Healthcare District d/b/a Central Health on June 8, 2026, for RFP 2605-004 regarding HR Benefits covering Medical, Dental, and Vision insurance services. The addendum addresses fifteen questions and answers submitted by interested respondents regarding proposal requirements and evaluation criteria. Key topics addressed include pharmacy benefit model structures, rebate guarantees and pass-through arrangements, prefunding requirements, proposal submission deadlines, provider network reporting standards, systems integration with Personify, claims data files, and historical utilization data. Central Health confirmed that proposals will not be rejected based on alternative pharmacy pricing models that do not include rebate guarantees, and the June 11, 2026 deadline will not be extended due to the organization's open enrollment timeline. Central Health specified preferred Dental Geo Access reporting standards requiring at least two providers within 15 miles for large metro areas, 30 miles for metro areas, and 60 miles for rural areas, broken out by general dentists, specialists, and pediatric dentists.

The addendum clarifies that Central Health does not currently utilize on-site pharmacies but wishes to explore this option with successful vendors, and ideal vendors should provide claims and eligibility information integration to the Personify platform to support member customization. Central Health confirmed acceptance of Assistant Secretary Certificates in place of the standard Certificate of Secretary if the document proves authorization to sign binding contracts, and confirmed that NET commissions are requested on dental and vision products. Attachments to the addendum include updated Exhibit A-10 DPPO Provider Reports and Exhibit A-11 Vision Provider Reports with Tax IDs/TINs, updated disruption files for medical, dental, and vision with TINs, and amended experience data for vision and dental products. Vision utilization data for 2024-2025 and dental experience data through January 2026 were provided to vendors to support proposal development.

QUESTIONS & ANSWERS

RFP 2605-004

HR Benefits Medical, Dental, Vision

***Interested Respondents or Proposers must have referenced the above solicitation number and title in their requests for their Q&A to appear on this document***

***QUESTIONS AND ANSWERS ARE FOR INFORMATIONAL PURPOSES ONLY***

Q.1 Our pharmacy benefit model is built on transparent, acquisition cost-based pricing, where the price of a drug reflects its true net cost upfront rather than relying on rebates after the fact. Where rebates are available, we pass 100% of them back to the employer. We do NOT retain or structure pricing around them. Because of this, we are unable to offer rebate guarantees, as they are not a component of our pricing model. Given this structure, would vendors without rebate guarantees still be considered, or would this result in disqualification?

A.1 We will still consider overall value and price.

Q.2 Our pharmacy benefit model is based on transparent, acquisition cost-based pricing with

100% rebate pass-through and no rebate retention. How would a model without rebate guarantees factor into the evaluation process?

A.2 We will still consider overall value and price.

Q.3 Because our 100% pass-through model includes zero rebate retention, we are unable to provide prefunding arrangements. How will proposals structured in this manner be evaluated in relation to any prefunding requirements?

A.3 We will still consider overall value and price.

Q.4 However, with the current due date rapidly approaching, I wanted to ask if it might be possible to grant an extension.

A.4 We are not able due to our timeline for open enrollment.

Q.5 Could you update Exhibit A-10 - DPPO Provider Report and Exhibit A-11 - Vision Provider

Report to include provider Tax IDs / TINs?

A.5 Provided as am attachment

Q.6 Please confirm the preferred reporting standards for the Dental Geo Access report.

A.6 The preferred standard is at least two providers within: 15 miles for large metro areas, 30 miles for metro areas, 60 miles for rural areas. Please provide breakouts for both general dentists, specialists, and pediatric dentists.

Q.7 Could you verify if Central Health has any on-site pharmacies? If so, could you provide their NABP numbers, if applicable, and confirm whether or not those claims are included in the provided claims file?

A.7 Central Health currently does not utilize the on-site pharmacies for team members.

However, we would like to explore this option.

Q.8 Could you provide additional details regarding Personify integration needs, including the services and data exchange needed?

A.8 The ideal vendor would be able to provide claims and eligibility information to Personify to customize the member experience and messaging to support their total wellbeing.

Q.9 I wanted to ask if it might be possible to grant an extension. This additional time would allow us to ensure our proposal meets all requirements and reflects our best work. If an extension is feasible, please let me know what your updated timeline might look like.

A.9 At this time, we will not be extending the proposal submission deadline. The RFP was originally posted for a two-week period and was temporarily withdrawn only to allow for a few necessary updates. Our intent was that vendors who had already begun preparing their proposals would be able to incorporate the revisions without having to restart the process.

Q.10 Please provide updated disruption files for medical, dental and vision to include TINs.

A.10 Attached

Q.11 Please provide vision utilization broken out by the following for the current 24-month time periods:

By:

• # of Exams

• # of Single Vision

• # of Trifocals

• # of Bifocals

• # of Contacts

• # of Frames

A.11 In 2024, there were 873 exam claims, 413 single vision lens claims, 14 multifocal lens claims, 106 progressive lens claims, 535 frames claims, and 293 contacts claims. In 2025, there were 970 exam claims, 457 single vision lens claims, 18 multifocal lens claims, 104 progressive lens claims, and 341 contact lens claims.

Q.12 In replacement of Exhibit F – Certificate of Secretary, would you accept our Assistant Secretary Certificate which proves our Vice President is Authorized to sign binding contracts?

A.12 Yes

Q.13 Vision - Please provide 1-3 year history of Vision experience including premium, lives and paid claims. Experience provided ended 11/2025 and we need more recent data.

1. Are we able to receive the vision experience split between high/low plans?
