About this file
This is Addendum No. 1 to Request for Proposal No. 26-17 issued by the City of Huntsville, Texas for Disaster Recovery Consulting Services. The addendum modifies the original RFP solicitation that seeks to establish vendor contracts providing technical and professional services supporting the City's responsibilities under the FEMA Public Assistance program and other federal, state, and non-federal disaster recovery initiatives. Services encompass grants management and administration, project management, disaster recovery support, preliminary damage assessments, FEMA project formulation, hazard mitigation planning, and insurance optimization. Selected vendors must be available within 24-48 hours following a declared disaster. The original proposal due date was 2:00 P.M. Central Time on June 15, 2026, with public opening scheduled immediately thereafter. Interviews with selected vendors were anticipated for June 17-18, 2026, and award preparation was planned for July 2026. The initial contract term runs from award through September 30, 2026, with four optional one-year renewal periods extending through September 30, 2030.
Vendors must provide fully burdened hourly rates for specified labor categories with profit as a separately identifiable negotiable element. Responses must include five copies consisting of one unbound original and one searchable PDF on USB drive. The RFP evaluation criteria allocate 100 points across six categories: Vendor Qualifications & Understanding of Needs (15 points), Capacity, Availability & Personnel (10 points), Technical Approach & Methodology (25 points), Previous Work Performance (25 points), Compliance with Federal, State, and Local Requirements (15 points), and Cost (10 points). Selected vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Commercial Automobile Liability of $300,000 per occurrence. All procurements will comply with 2 CFR Part 200 requirements for FEMA-funded projects, with task orders issued by the City specifying scope, duration, and payment terms prior to work commencement. The RFP does not specify set-aside designations, identify incumbent vendors, or disclose a specific award value or budget range.
