About this file
This is a Property Inspection Instructions document for an Offer for Lease issued by the State of Texas (likely the Texas Health and Human Services Commission) for a 7.5-acre property located at the southeast corner of 45th Street and Lamar Avenue in Austin, Texas. The property contains a 240-bed psychiatric hospital serving adults and children, along with supporting office buildings and historically significant structures. The solicitation, identified as ASHHCLEASE, is open for bids to lease the property. Prospective bidders must schedule property inspections by contacting one of three designated representatives: Craig Greene (512-466-3152), Lee Harsh (737-867-7128), or Melissa Rider (512-997-4265). The State will attempt to stagger inspection appointments to prevent scheduling conflicts. Inspections will begin at the west entry door of the larger building and will include tours of Building 2 (all floors and perimeter), the perimeter of Building 1, and the outer border of the property to evaluate ingress and egress routes.
The document establishes comprehensive guidelines for visitors on Center grounds, including prohibitions on solicitation, explosives, firearms, unleashed pets, inoperable vehicles, alcoholic beverages, and smoking. Additional requirements include compliance with a 15 mph speed limit, pedestrian right-of-way, vehicle security protocols, and cooperation with Center security personnel. The document provides emergency contact numbers (512-419-2911 for emergencies, 512-419-2200 for security during business hours, and 512-452-0381 for after-hours contact through the switchboard) to ensure bidders are fully informed of operational procedures and safety protocols prior to submitting lease proposals.
