About this file

This is Addendum No. 1 to an Invitation for Bid (IFB) issued by the Texas Department of Insurance for Jotform subscription services. The addendum amends the anticipated schedule of events and publishes responses to submitted bidder questions. The procurement seeks three deliverables: one Jotform Government Enterprise Base Package with five included users, fifteen additional concurrent user licenses, and migration of all existing assets from Jotform Enterprise to the Government Enterprise solution. The deadline for submission of questions was May 29, 2026, at 3:00 p.m. Central time, with official responses released on June 11, 2026. Bids are due June 29, 2026, at 3:00 p.m. Central time, and an award is anticipated by July 7, 2026, or as soon thereafter as practical. The contract period runs from July 30, 2026, through July 30, 2027.

Key clarifications from the Q&A include confirmation that this is a renewal subscription with an upgrade to the Government Enterprise solution, that a general reseller authorization letter from Jotform is acceptable but need not be specifically addressed to TDI or reference the solicitation number, and that TDI will only accept bids for Jotform Government Enterprise—no equivalent platforms will be considered. The manufacturer's proposed performance period of July 30, 2026, through July 30, 2027, is acceptable to TDI. Respondents must acknowledge receipt of Addendum No. 1 with a signature from an authorized representative.

Addendum No. 1

Questions and Responses Questions are organized by inquiring party. Respondents are urged to read all questions and responses.

All typographical errors, errors in spelling, or incorrect or inaccurate references are in the original questions. Texas Department of Insurance (TDI) determined not to alter them.

Similar or similarly-asked questions are answered only at the first instance of the question. Each subsequent instance refers back to the question number containing the applicable response.

Where a simple “yes,” or “no,” response is given, TDI determined that no further qualification was needed.

No. Question Response 1 Can you please confirm if this request is for a renewal or New Licenses?

The subscription is a renewal, with an upgrade from Jotform Enterprise to Jotform Government Enterprise solution.

2 Does TDI require the Authorized Reseller Letter to be on JotForm letterhead and addressed specifically to TDI and this solicitation, or is a general reseller authorization letter from JotForm acceptable?

A general reseller authorization letter for the product is required but does not have to be addressed to TDI or have the solicitation number.

3 For Item 2 (Additional Users), are the 15 additional user seats priced as individual named users or as concurrent users?

The additional users are priced as concurrent users.

4 For Item 3 (Migration), does TDI currently have existing forms in another platform that need to be migrated into the new JotForm Government Enterprise account, or does this item cover initial account setup and configuration only?

TDI currently has Jotform Enterprise and would like all assets to be migrated to the Government Enterprise solution.

5 The IFB notes it may be proprietary under Section 2155.067 but also states TDI strongly encourages offers from all qualified respondents. Will TDI consider an equivalent Government Enterprise electronic forms platform if pricing is more competitive, or is JotForm the only acceptable brand?

TDI will only accept bids for Jotform Government Enterprise subscription.

No. Question Response 6 The manufacturer has provided a proposed period of performance (PoP) from July 30, 2026 through July 30, 2027. May we kindly confirm if this timeframe is acceptable and if we may proceed accordingly?
