About this file

This Amendment No. 1 is issued by the Texas Department of Criminal Justice (TDCJ) in response to bidder inquiries regarding Invitation for Bids (IFB) IW238057-A for the procurement of an HVAC split system at the Hilltop Unit facility. The amendment addresses 49 questions submitted by prospective bidders, providing clarification on technical specifications, equipment requirements, and installation parameters. The original bid opening date was scheduled for June 16, 2024, at 3:00 PM. The project requires the installation of two split-systems: one 25-ton unit (IW238057-A) and one 30-ton unit (IW246648) at the front and back of the facility, respectively. All equipment must be manufactured by York and include specified components such as condensing units, air handlers with hot water heating coils (model 1HW0406), hail guards, coil coatings, disconnect switches, phase monitors, and low ambient controls. Key technical requirements include 230V electrical service, R454B refrigerant, new copper piping, a motorized air damper, and replacement of all existing disconnects, valves, and solenoid valves. A site visit was provided to prospective bidders to observe existing conditions; no plans, specifications, or photographic documentation will be provided beyond the model numbers and specifications listed in the solicitation.

The amendment specifies numerous technical parameters and installation requirements that vendors must comply with, including proper sizing of refrigerant lines per manufacturer recommendations, replacement of all copper lines and fused disconnects, provision of new control valves, actuators, strainers, balancing valves, and piping specialties, and the application of proper insulation for lines and ductwork. The HACR circuit breaker/disconnect must be factory-furnished, and all work must adhere to manufacturer specifications and recommendations. TDCJ business hours are 0600-1700, Monday through Friday. The document indicates that bidders must acknowledge receipt of this amendment in their bid submission to receive consideration; failure to do so may result in bid rejection. No pricing information, budget allocations, set-asides, or incumbent contractor details are disclosed in this amendment document.
