About this file

This document is a Questions and Answers file related to Paris Junior College's Request for Qualifications (RFQ 26-06) for Architecture, Interior Design, and Engineering Services in Texas. The RFQ seeks qualified firms to provide comprehensive professional services including architectural design and construction administration, interior design and space planning, civil engineering, structural engineering, mechanical/electrical/plumbing systems design, master planning, feasibility studies, and cost estimating over a five-year period. Anticipated projects include classroom and laboratory renovations, administrative office reconfigurations, building envelope repairs, HVAC replacements, ADA compliance improvements, site improvements, and new academic facility construction. The document indicates that vendor questions were due by May 28, 2026, with proposals due by June 11, 2026, at 1:00 p.m. CST, and awards anticipated on June 23, 2026. The initial contract term extends through August 30, 2026, with options to renew for up to four additional one-year periods at the college's sole discretion, for a maximum five-year engagement.

The Questions and Answers document addresses critical procedural matters regarding proposal submission and scope specifications. RFQ documents are available for download on OpenBids and DemandStar platforms, with free access available to those who select Paris Junior College as their procurement agency, or through a $35 annual Texas state plan subscription. Multiple firms may be selected across different disciplines including Architecture, Interior Design, MEP, Geotechnical, and Roofing services, either as single-discipline providers or multi-disciplinary firms. Respondents must identify all proposed subconsultants and their qualifications in their submissions, with detailed information regarding firm credentials, resumes, licenses, insurance, and HUB status. No specific page limits, font size requirements, or file format restrictions are mandated, though submittals should be reasonably sized while fully completing the proposal. No budget range or award value is specified in the available documentation.

05/28/2026 PGAL 1. Is there a maximum page limit, font size, file size, or required format for the SOQ submittal?

2. Does PJC intend to select one firm, multiple firms, or firms by discipline/service category

Also Please clarify whether respondents are required to identify all proposed subconsultants in the SOQ, including disciplines such as MEP, technology/low-voltage, cost estimating, roofing/building envelope, hazardous materials, geotechnical, and survey, or whether subconsultants may be added or adjusted later on a task-order basis as individual project scopes are defined. If subconsultants are required with the SOQ, please confirm what level of information should be included for each subconsultant, such as firm qualifications, resumes, licenses, insurance, and HUB status.

1. Please be reasonable in the number of pages while fully completing your proposal.

2. There could be any combination since there are multiple projects with a limited time table. There could be one for Architecture, one for Engineering, one for Interior Design, one for MEP, one for Geotechnical, one for Roofing, or one that can do multiple disciplines.

Please identify as much information of who the subconsultants are and their qualifications. See 6.3.
