About this file
This is an addendum to a Request for Grant Applications (RFGA 582-27-00033) issued by the Texas Commission on Environmental Quality (TCEQ) for the Federal Fiscal Year 2027 Clean Water Act Section 319(h) Nonpoint Source Grant Program. The addendum, issued June 11, 2026, provides clarifications to applicant questions regarding grant eligibility and funding parameters. Eligible applicants include state agencies, Texas political subdivisions, and nonprofit 501(c)(3) organizations proposing to develop or implement watershed protection plans, implement Total Maximum Daily Load plans, or conduct standalone activities such as best management practice implementation, education and outreach, or on-site sewage facility remediation. Projects must commence September 1, 2027, and continue through August 31, 2030, with applications due electronically by June 29, 2026, at 3:00 PM Central Time. Approximately 10 projects are anticipated to be funded annually.
The total grant funding is expected to be approximately $2 million in federal funds, with no set maximum funding cap for individual applications; applicants are encouraged to request amounts that are reasonable and necessary to accomplish project goals with clear budget justification. All projects operate under a mandatory 60% federal to 40% nonfederal cost-sharing arrangement, with recent awards ranging from $60,000 to $500,000 in federal funds. Both watershed protection plan development and implementation projects are eligible for funding with equal priority. Responses must include a signed acknowledgment of this addendum cover page or applications may be deemed non-responsive. All work must comply with applicable Texas Administrative Code requirements and federal regulations under 2 Code of Federal Regulations Part 200, including Title VI of the Civil Rights Act and Build America Buy America requirements.

This Addendum is issued to provide answers to submitted questions for this solicitation.
Applicant Q&As Posted to ESBD:
1. QUESTION: Can 319 funding be used to develop a WPP or is funding prioritized for implementation of WPP’s that have already been developed?
ANSWER: Both WPP development and WPP implementation projects are eligible for funding through our RFGA. Neither are prioritized over the other. See Section 7 that refers to A1 and A2 in grant application.
2. QUESTION: What is the maximum amount of funding that can requested (is there a cap?)
ANSWER: There is no set maximum funding cap for individual applications. The amount awarded depends on the scope and needs of the proposed project, as well as the total funding available to the NPS Program through the EPA Section 319(h) grant. The total grant funding is expected to be approximately 2 million (federal). We encourage applicants to request what is reasonable and necessary to accomplish their project goals, and to ensure all proposed costs are clearly justified in the budget.
