About this file
This is a solicitation application form for the Texas Commission on Environmental Quality (TCEQ) Clean Water Act Section 319(h) Nonpoint Source (NPS) Grant Program for Federal Fiscal Year 2027. The TCEQ is soliciting grant applications from organizations to manage water quality improvement projects addressing nonpoint source pollution. Applicants must submit comprehensive project proposals including detailed scope of work, project administration plans, quality assurance procedures, environmental monitoring or data collection activities as applicable, stakeholder coordination efforts, and implementation timelines. Projects are expected to commence September 1, 2027, and continue for three years through August 31, 2030. The solicitation requires applicants to identify specific water bodies or assessment units to be addressed, provide maps showing project locations and geographical context, and develop measurable goals with quantifiable success metrics. Applicants must also demonstrate project readiness through permits, team composition, partnership agreements, and preliminary coordination activities.
Grant awards require a strict 60% federal and 40% non-federal matching fund structure, with matching funds available for invoicing beginning in the second quarter of project execution. Eligible project types include Watershed Protection Plan (WPP) implementation, full or partial WPP development, or standalone projects implementing Total Maximum Daily Load (TMDL) implementation plans. Applicants must provide detailed budgets across multiple budget categories with itemized justifications, demonstrate indirect cost rates or elect a de minimis rate of 15% of modified total direct costs, and ensure all costs comply with 2 Code of Federal Regulations Part 200. Applicants are required to submit quarterly progress reports, reimbursement requests, and annual performance evaluations, with final project reports due within 14 days of contract expiration. The application prioritizes organizations with documented positive history with TCEQ, demonstrated technical and financial management capabilities, and proven success in managing previous state or federal grant projects.

Environmental data operations require coverage under a Quality Assurance Project Plan (QAPP). Provide an overview of any environmental data operations that will be conducted. Explain why the information is needed and how it will be used. See the QAPP Requirements section of the RFGA Instructions Kit for a definition and explanation.
Sustainability Describe continuing efforts of the project after project completion, including:
· Continued stakeholder group support and involvement.
· Funding commitments.
· How structural management measures (e.g., rain gardens, pet waste stations, constructed low-impact development features) will be operated and maintained, and their impact after project completion (structural management measures must be properly operated and maintained for a minimum of ten years or the appropriate number of years per commonly accepted standards).
· Anticipated long range impact and sustainability of educational programs after project completion.
Project Readiness Describe any conditions that demonstrate the project is ready to proceed, such as having a project team in place, using an existing approved QAPP for one or more Tasks, construction activities that have approval/permits, or the project constituting a subsequent phase of a completed project. Indicate if a Total Maximum Daily Load (TMDL) has been adopted or if a TMDL Implementation Plan has been approved for the AUs in this project area.
Describe the pre-planning that has occurred to develop this project, such as coordination with partners, preliminary check for quantity of data (temporally and spatially), or how this project is a continuation of an existing project/program.

For statewide projects or projects working in multiple watersheds, describe how you will prioritize work done in these watersheds.
Project Goals and Measures of Success In the table below, identify the intended outcomes or accomplishments (goals) for the project and the associated measure of success indicating that the goal has been achieved. Include clearly defined goals and measures of success, including a description of how achievement of the goal will be documented.
Information provided in this section should be related to the water quality problems or challenges described in Section 25 and the project description in Section 27.
Environmental goals should be detailed and quantifiable, particularly where historical information or previous projects provide a basis for projections or estimates.
Additional narrative information may be included below the table if applicable.
Goal
Quantifiable Measure of Success
Ex: Implement an OSSF management measure for the Parker Creek WPP designed to reduce bacteria and nitrate pollutant loads to the water body.
Ex: Repair or replace 48 OSSFs in the Parker Creek watershed as outlined in years 1-3 of the WPP, tracked through progress reports, site visits and photos, and subcontractor manifests.
Ex: Develop a WPP that achieves EPA’s Nine Key Elements for Watershed-based Plans.
Ex: EPA acceptance of the developed stakeholder approved WPP by the end of the third year of the project.
Ex: Improved water quality in the impaired AU.
Ex: A reduction in bacteria loading to the water body demonstrated through at least five sampling events. Load reductions will be reported to EPA.
Ex. Estimate Load reductions from five installed BMPs.
Ex. Calculate and report load reduction estimates from the five installed BMPs.
Ex. Increase awareness of low impact development (LID) in the watershed by implementing an outreach and education program.
Ex. Reach 150 local municipal employees, landowners, and land developers through LID workshops. Provide staff to eight events to educate citizens about LID and the LID BMPs installed through this project. This will be tracked through meeting materials, sign-in sheets, and progress reports.
Estimated Load Reductions and Method(s) (if applicable) If developing a WPP or WC, put not applicable for this section.
a. Management Measures Describe how the project will implement management measures to reduce pollutant loads. Education and outreach, monitoring, data acquisition, or other activities not directly impacting water quality are not considered load reduction management measures under this question.
b. Load Reduction Estimates and Methods If implementing a structural BMP, describe the reduction methodology that will be used to estimate loads. Upon project completion, you will be expected to provide load reduction estimates in pounds per year for all impairments to be addressed, as well as total phosphorus, total nitrogen, and sediment (TSS used as a surrogate).
c. Locations Identify potential locations of management measures. (Use a map or add a list of latitude and longitude points).

Duplicate the blank Task template below as necessary to enter all the Tasks for your project. You may also use the Task Language document provided with this RFGA to insert common NPS project tasks, as appropriate. Separate Tasks should be developed for distinct activities, and subtasks should be used to provide greater detail about specific components of the Task. Modeling, monitoring, and data acquisition Tasks must be listed separately. For each Task, provide the following information:
Task: Identify the Task number and provide a concise title for the Task.
Objective: State an objective (1-3 sentences) for each Task specifying what the Task is intended to accomplish. Must start with “To…”.
Subtasks: Insert subtasks representing each important and distinct activity involved in the primary Task.
· Number each subtask with the overall Task number followed by a period and the corresponding subtask number.
· Provide a name for the subtask using bold font, followed by an “em” dash (—).
· All subtasks must start with “The Performing Party will…”.
· Draft and Final Task Reports may be included for Tasks resulting in major deliverables such as large outreach campaigns, modeling reports, water quality analyses results, etc.
Deliverables: List all the deliverables for the Task. Deliverables are tangible work products to be submitted in fulfillment and/or documentation of the Task. Assure that all subtasks are documented via at least one deliverable. Completion of minor activities may be documented via PRs (e.g., Deliverable: “Documentation of sampling events (in PRs)”).
Task language for water quality monitoring, modeling, watershed characterization, and WPP Development projects is available in the Project-Specific Task Language released with the application materials. Applicants should use this language when adding additional Tasks.

If the TCEQ Project Manager determines that the Draft Task Report requires no edits by the Performing Party, the Draft Task Report will also serve as the Final Task Report.
Deliverables: Please do not use Word’s bullet/numbered lists as often subtasks will have multiple deliverables.
| (#.#): | Deliverable name (due date) |
| (#.#): | Draft (Task Name) Task Report (adjust as necessary final quarter, month 1) |
