About this file

This is a Budget Tables document for a Texas Commission on Environmental Quality (TCEQ) solicitation, specifically detailing the financial structure for a project with an anticipated three-year term. The project involves multiple budget categories including personnel and salary costs, fringe benefits, travel, supplies, equipment, contractual services, construction activities, and other miscellaneous expenses. The document outlines the framework for applicants to itemize costs across these categories with specific requirements for documentation, including staff positions with assigned percentages of time, detailed supply breakdowns, equipment items with unit costs of $10,000 or greater, and contractual work performed through competitive processes. The project requires applicants to provide justification for all estimated costs and ensure alignment between detailed budget tables (Tables 33 and 34) and summary budget tables (Table 32). Travel costs must comply with Texas state reimbursement rates, and all costs must be allowable under 2 Code of Federal Regulations Part 200.

The total project budget is $276,890.58, structured as a 60/40 federal-to-nonfederal cost-sharing arrangement, with $187,584.97 in TCEQ reimbursable (federal) costs and $89,305.61 in grantee match (nonfederal) costs. Federal funding comprises $37,992.96 in personnel/salary, $9,229.73 in fringe benefits, $4,216.50 in travel, and $24,000.00 in contractual costs, while match funding includes $37,500.00 in personnel/salary and $6,825.00 in fringe benefits. Applicants must have either a negotiated indirect cost rate from a cognizant agency or may elect to use a de minimis rate of 15% of modified total direct costs (MTDC). The document includes provisions for in-kind contributions valued at $36,891.30 from Texas Stream Team volunteer hours and requires applicants to allocate costs by task and year, with the note that responses showing only one-third of total costs per year are unacceptable. All financial documentation must be calculated to two decimal points without rounding, and applicants must verify that formulas in blue-shaded cells properly auto-populate and sum correctly.

Table 32

Table 32: Budget Summary
All costs and activities associated with the project must be allowable and in accordance with 2 Code of Federal Regulations (CFR) Part 200. TCEQ will evaluate the extent to which the Budget presents estimated costs for each budget category and whether the costs are reasonable and necessary.

Applicants must provide documentation of their current indirect cost rate from a cognizant agency or a state single audit coordinating agency. Entities who have never received a negotiated indirect cost rate may elect to use a de minimis rate of 15% of modified total direct costs (MTDC).

Provide the costs by budget category.

THIS TABLE WILL AUTOPOPULATE WITH VALUES FROM TABLES 33 AND 34, BUT PLEASE CHECK TO BE SURE THEY ARE CORRECT.

Federal and Match portions need to be an EXACT 60/40 split of the Total.

Dollar amounts need to be to two decimal points. Please do not round.

Blue shaded cells contain formulas that will auto-summate your entered costs, but please check to be sure all numbers add correctly from top to bottom and left to right.

Table 33 Table 33: TCEQ Reimbursable Project Costs (Federal portion must be 60% of overall project costs)

Provide estimated federal reimbursable costs in each budget category, the basis for the costs, and a breakdown of the costs (itemized expenses) under each budget category. Insert more rows to each category when necessary.

Provide adequate detail in the justification (itemized expenses) sections to account for the full cost of each category.

Blue shaded cells contain formulas that will auto-summate your entered costs. The Total Amount column will auto-populate with the totals calcuated in column I. Please check to be sure all numbers add correctly and that total amounts match values in Table 32.

Examples are given in grey italics in the table below, these examples should be deleted when filling in the table with your itemizations.
Instructions for each Budget Category
Personnel/SalaryIdentify all staff positions by correct title, annual salary, and the percentage of time each position will be assigned to the project. Adjust the formula in Total Cost column only if project period is not three years.
Fringe BenefitsIdentify an overall rate that will not be exceeded for the Contract.
TravelIdentify the number of trips, reasons for and destination of trips, number of travelers, and the estimated cost per trip. All travel costs must not exceed the State of Texas travel reimbursement rates: https://fmx.cpa.texas.gov/fmx/travel/textravel/rates/current.php
SuppliesProvide a list of anticipated supplies, broken out into as much detail as possible.
EquipmentIdentify individual items with a unit acquisition cost of $10,000 or greater, and the estimated cost of the item.
ContractualOnly include a vendor or subcontractor that is providing goods and/or services under a competitive process. Subcontracts with a political subdivision of the state (e.g., universities, cities, counties) belong in the “Other” category.

Construction The construction category should only be used if construction activities are conducted in-house by the project lead organization (subcontracted construction goes under contractual). List major components of the construction activities and the associated costs.

Other Provide a list of other anticipated costs and any subawards to a political subdivision of the state (e.g., universities, cities, counties). Costs may also include such items as postage, printing, or stipends allocable to the project.

Subtotal for Modified Total Direct Costs If your Indirect Cost rate (IDC) is calculated based on a Modified Total Direct Cost (MTDC), please provide the FORMULA used to obtain the subtotal and a detailed description of what costs went into the MTDC.

Indirect Costs For calculating the full costs of the project, use your approved, audited indirect rate and applicable direct costs as the base (e.g., MTDC). If you do not have an indirect rate, you may use a default rate of 15% of MTDC. State the rate and identify the base direct costs.

Table 34 Table 34: Matching Project Costs provided by the Grantees (Non-Federal portion must equal 40% of overall project costs)

Provide the estimated matching costs in each budget category and the basis for the costs, breaking down the costs (itemized expenses) under each budget category. Matching funds may not come from federal sources and must be allowable costs under federal regulations. These may include state funds, local funds, or in-kind contributions.

Match should be available for billing purposes beginning in quarter two. If this will not be feasible, provide an explanation in the Application.

In-Kind In-kind contributions are services rendered at no charge by a third party (a party other than the applicant). Estimate a reasonable value for each in-kind service provided; the basis for estimating these values must be documented. In-kind services must be provided at the fair market value. In-kind costs are not reimbursable.

Total Identify the source of match to be utilized. The match source must be state or local funds that are not being counted towards other federal or state cost sharing requirements. Identify whether program income costs are being utilized.
