About this file
Summary
This is a Statement of Work (SOW) issued by the Texas Department of Transportation (TxDOT) for secure destruction services covering document destruction and electronic waste recycling for facilities in Houston, Austin, and San Antonio. The services include off-site destruction of documents, electronic equipment, hard drives, media, and non-traditional items containing sensitive state records and personal information. The scope encompasses sixty counties previously served under the WorkQuest contract (962-S1) that require replacement services for immediate needs. The vendor must begin work within ten business days after receiving written authorization from TxDOT. The contract includes regular scheduled pickups with a three-business-day destruction deadline, and materials collected outside regular pickup must be destroyed within fifteen business days of acceptance. TxDOT reserves the right to add or delete service locations with ten calendar days' written notice.
Vendor qualifications require a minimum of three years of secure destruction experience within the past five years, current NAID AAA certification, and comprehensive background checks for all personnel. The vendor must provide all safety equipment, maintain secure facilities with electronic alarm systems and security monitoring, and ensure zero landfill impact where economically feasible. Documents must be shredded to 5/8 inch or smaller and sold to domestic paper mills, while electronic equipment must be completely destroyed or recycled with zero landfill impact if feasible. All travel and per diem costs must be included in unit pricing. Invoicing requires certificates of destruction with serial numbers of destroyed devices, facility information, receptacle quantities and sizes, and material types. TxDOT will issue work orders documenting all pickups, which must accompany invoices for payment validation. Performance is monitored regularly, and unsatisfactory performance—including one callback within thirty days or failure to meet security requirements—may result in negative performance reports or contract cancellation.
