About this file
This is an addendum to a competitive solicitation issued by Tarleton State University for portable toilet rental services under Solicitation Number 04-TARLTON-ITB-0020. The University intends to establish agreements with multiple vendors to create a pool of service providers for ongoing, as-needed portable toilet rental services to support university events and activities across all Tarleton locations. Services requested include standard portable toilets, ADA-compliant units, and VIP restroom trailers equipped with air conditioning, heating, flushing toilets, sinks with hot and cold running water, and appropriate amenities. All deliverables are inclusive of delivery, pickup, and servicing, with units required to arrive in clean, sanitary, and fully operational condition. Servicing shall occur at minimum every forty-eight hours during active use periods, with frequency adjusted as necessary based on usage levels and University request. The contract term is one year with optional renewal for up to four additional years, and the bid submission deadline is June 10, 2026, with responses submitted through the University's online bidding portal.
Pricing must be submitted on a per-unit, per-day basis for all requested items and services, and vendors must provide discount pricing for longer-term facility rentals and volume discounts for multiple unit rentals at specified tiers (10 units, 20 units, and higher quantities). All quoted prices must remain firm during the initial contract term, with any subsequent annual price increases capped at three percent and requiring written justification and prior approval from Tarleton State University. The solicitation does not specify minimum volumes, usage levels, or expenditure commitments, and award does not guarantee placement of orders. No set-aside designations, incumbent vendors, or current contractors are identified. Services are expected to include weekend, holiday, and emergency availability, with vendors able to clarify any price differences for specific calendar days. Subcontractors are permitted if identified in the bid submission, and subcontractor insurance may satisfy field service requirements provided the prime vendor remains responsible for ensuring all required coverage is maintained. Primary contact for the solicitation is Chris Harrison at charrison@tarleton.edu.
