About this file

This is a bid solicitation cover letter from Tarleton State University for portable toilet rental services. The University seeks to establish agreements with additional vendors to supplement its current pool of awarded vendors for portable toilet services on an as-needed basis to support university operations and events. The solicitation does not guarantee minimum volumes, usage levels, or expenditures, and award of a contract does not guarantee placement of orders. Tarleton requires portable toilets to be clean, in good repair, and stocked with two new rolls of toilet paper for each event, with designated University employees inspecting units before each event. Any units deemed unsatisfactory must be replaced before the event begins. The contract term is one calendar year with an option to renew for up to four additional years. Vendor responses should be submitted through the specified online bidding portal.

Bid pricing must be all-inclusive, covering delivery through removal services. Vendors are required to provide discount pricing for longer-term facility rentals and identify volume discount levels for multiple unit rentals, with examples such as pricing tiers at 10 units, 20 units, and higher quantities. Quoted prices remain firm during the initial contract term, with any subsequent annual price increases capped at three percent and requiring written justification and prior written approval from Tarleton State University before implementation. The buyer contact for this solicitation is Chris Harrison at charrison@tarleton.edu, and the solicitation number is 04-TARLTON-ITB-0020.
