About this file
This is a Request for Proposal (RFP) issued by the Mesquite Independent School District (MISD) Food & Nutrition Services Department for the purchase and turnkey installation of a walk-in cooler/freezer combo unit at Smith Elementary School. The project requires vendors to provide a custom-fabricated walk-in assembly consisting of two refrigerated compartments: an 8'5" x 10'6" x 8'6" foam rail freezer and an 8'1" x 10'6" x 8'6" foam rail cooler, each with floors, manufactured by ThermoKool or an approved equal. The solicitation includes one line item for the equipment and installation, with a quantity of one unit. A mandatory site visit is scheduled for Thursday, May 28, 2026, with check-in at 1:00 PM at Cannaday Elementary School, followed by a visit to Smith Elementary School; vendors are strongly encouraged to attend to verify existing conditions and project scope. The questions deadline is May 29, 2026, at 3:00 PM (CT), and the proposal response deadline is June 4, 2026, at 2:00 PM (CT). Board approval, if needed, is scheduled for June 8, 2026.
All pricing must be comprehensive and firm, including labor, supervision, materials, equipment, delivery, removal, haul-off, and installation necessary for a fully operational system, with no additional charges or adjustments accepted after submission unless approved in writing by the District. The awarded vendor is responsible for furnishing all labor and equipment, coordinating removal and disposal of existing equipment, scheduling delivery and installation in coordination with MISD, providing minimum two business days advance notice, ensuring proper installation and testing, and providing on-site training for District staff. Vendors must submit required attachments including a completed W9 form, Texas Ethics Commission Form 1295, conflict of interest questionnaire if applicable, detailed PDF quote, current insurance information, credit report, and two years of financial records demonstrating financial stability. Evaluation factors include purchase price (40 points), reputation (10 points), quality of goods or services (25 points), extent to which goods meet District needs (15 points), vendor responsibility and responsiveness (10 points), and compliance with historically underutilized business requirements. The District will accept Net 30 payment terms and prefers online submissions, though manual submissions in sealed envelopes are permitted. Vendors must comply with all Texas and federal regulations, certifications, criminal background check requirements under SB 9, and MISD site rules regarding safety, conduct, and employee identification.

A Proposer's violation of this section shall constitute substantial failure.
