About this file

This addendum to an Invitation for Bids issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division addresses vendor questions regarding freezer unit installation at Building 574 of the Denton State Supported Living Center. The project involves replacing refrigeration equipment, including liquid lines, suction lines, valves, condensate drain piping, and all electrical infrastructure (disconnects, breakers, defrost circuits, and control wiring), while retaining existing drain lines and electrical circuits. All seven refrigeration units can be replaced simultaneously without phasing requirements. The equipment list is specified in Section 7.1 of the solicitation document, with operating temperatures of 0 degrees for the large freezer and 34 degrees for the egg cooler. The selected refrigerant platform is R448A/R449A, and existing refrigeration piping requires complete replacement to meet manufacturer recommendations. The facility will remain operational during construction with no additional shutdown windows or temporary refrigeration requirements. No permits, inspections, or engineering reviews are required. The target completion date is August 31, 2026, and installation access is limited to only 12 inches of clearance between the cooler/freezer boxes and the existing building roof.

The addendum was issued on May 19, 2026, following a mandatory on-site visit conducted on May 12, 2026, at 10:30 AM. This addendum documents responses to vendor questions submitted prior to the May 15, 2026, deadline, establishing clarifications on equipment specifications, replacement requirements, and project operational parameters. All respondents were required to acknowledge receipt of this addendum as a condition of bid consideration, with submission instructions specifying return of the acknowledgment form with solicitation responses or, alternatively, email submission to pcsbids@hhsc.state.tx.us prior to the June 2, 2026, 10:30 AM bid submission deadline.
