About this file
This document is an Official Response to Questions from the Texas Comptroller of Public Accounts (CPA) regarding Request for Offers (RFO) 304-27-0790MS for Oracle PeopleSoft Licensed Software and Software Support Services. The RFO seeks to procure perpetual licenses for 22 PeopleSoft Enterprise modules, Oracle User Productivity Kit (UPK) licenses, and related third-party software to support the Centralized Accounting and Payroll/Personnel System (CAPPS) serving all authorized state agencies. The contract term runs from September 1, 2026, through August 31, 2030, with three optional one-year renewal periods available through August 31, 2033. The submission deadline for offers is June 4, 2026, at 2:00 p.m. Central Time. CPA's evaluation criteria weight past performance and qualifications at 20 percent, compliance with CPA specifications at 50 percent, and cost at 30 percent.
The official question responses clarify that support services are limited to technical Oracle Software Update License & Support (SULS) and do not include professional functional consulting or business process optimization services. CPA confirmed that Accenture holds a separate contract through August 31, 2034, for CAPPS application and infrastructure support managed services, including PeopleSoft upgrades and expansion projects. Respondents must align with NIST 800-53 and the Texas Cybersecurity Framework for information security, though specific frameworks such as NIST or ISO 27001 are not required. Third-party software support is limited to licensing purposes only, and respondents are not expected to provide Tier 1 help desk support or integration support services within CAPPS environments. The incumbent contractor is Oracle under existing contract US-GMA-CPQ-1281636, effective through August 31, 2026.

Request for Offers (RFO) for Oracle PeopleSoft Licensed Software and Software Support Services
304-27-0790MS
Official Responses to Questions from Potential Respondents
May 19, 2026
1. The RFO seeks Oracle PeopleSoft Licensed Software and Software Support Services; does the "Support
Services" definition include professional functional consulting (e.g., business process optimization), or is it strictly limited to technical Oracle Software Update License & Support (SULS)?
CPA RESPONSE: The Services do not include professional functional consulting (e.g., business process optimization). Refer to RFO Section II, Part B.2 (CPA’s Current Agreement), Part C (Definitions and Acronyms), and Part D.10 (Software Technical Support Services), at a minimum.
2. CPA reserves the right to issue additional solicitations for similar services; will there be a separate solicitation for the professional consulting services required to implement the ongoing CAPPS expansion or upgrades?
CPA RESPONSE: CPA entered into a contract with Accenture for CAPPS Application and Infrastructure Support Managed Services effective January 1, 2024, with a maximum expiration date of August 31, 2034, that provides the services for the CAPPS Financials and CAPPS HR/Payroll PeopleSoft applications related to CAPPS production, expansion projects, and/or PeopleSoft upgrades.
3. The sources identify Rocket Software Visual COBOL as third-party software reserved for CAPPS Central; are there other third-party integrations within the CAPPS environment that the Successful Respondent must support?
CPA RESPONSE: The third-party software, Rocket Software Visual COBOL, is included in the RFO solely for software licensing support purposes. The Successful Respondent under this RFO will not provide integration support services within the CAPPS environments.
4. Will the Successful Respondent be expected to provide Tier 1 help desk support for agency users, or is the support limited to managing service requests directly via ticketing generation application?
CPA RESPONSE: See CPA Response to Question #1.

5. The evaluation criteria weights Past Performance, Qualifications & Experience at 20%; does the committee prioritize State of Texas CAPPS-specific experience over general PeopleSoft experience in other state governments?
CPA RESPONSE: The Past Performance, Qualifications & Experience evaluation criteria is a subjective criteria scored by the evaluation committee based on the Respondent’s past state and federal related experience.
6. Can the past performance of proposed subcontractors be used to bolster the 20% experience weight for the
Prime respondent?
CPA RESPONSE: See CPA Response to Question #5.
7. Section II.D.12.1(i) requires disclosure of an auditable information security framework; does the CPA prefer a specific framework, such as NIST or ISO 27001, for this PeopleSoft environment?
CPA RESPONSE: CPA secures its systems according to NIST 800 53 and the Texas Cybersecurity Framework. Alignment with these standards is beneficial but not required.
8. If support is provided via web-based remote access to CPA-hosted systems, must the Cybersecurity Narrative still address "Data at Rest" standards for the respondent's own internal systems?
CPA RESPONSE: The data at rest standard is completely separate from the web based remote access standard. CPA wishes to retain the data at rest standard to ensure adequate protection of CPA data in the vendor’s possession when it is stored at rest.
9. Is there a specific form required to attest that the respondent does not use prohibited technologies listed on the
DIR website, or should this be addressed solely within the cybersecurity narrative?
CPA RESPONSE: There is no specific attestation form required under the prohibited technology standard.
