About this file

This file is a sign-in sheet and video documentation from the mandatory pre-proposal conference for the Texas Department of Licensing and Regulation's (TDLR) Request for Proposals for Lottery Operations and Services. The RFP seeks a single comprehensive Lottery Operator to manage all Texas Lottery Program operations through August 31, 2038, encompassing gaming systems, sales and marketing, warehouse and distribution, draw games and scratch ticket management, mobile applications, retailer systems, claims and validation services, call centers, and conversion/implementation services. The mandatory pre-proposal conference was held on May 11, 2026, with written questions accepted in two rounds (responses due June 15 and July 10, 2026), and proposals due July 27, 2026. Oral presentations and site visits are scheduled for October 7-23, 2026, with announcement of the Apparent Successful Proposer on or before November 2, 2026. The successful vendor must complete approximately twenty months of conversion and implementation by September 1, 2028, with the contract term extending through August 31, 2038, and an option for one additional three-year renewal period at mutually agreed rates.

The successful proposer must submit a $150,000 proposal surety bond and $750,000 protest/litigation bond with technical proposal submission, followed by a $20,000,000 performance bond within fifteen days of contract execution. Mandatory insurance requirements include commercial general liability ($2,000,000 per occurrence), professional liability ($10,000,000 per occurrence), crime insurance ($10,000,000), cyber liability ($10,000,000 per occurrence), and umbrella/excess liability ($10,000,000). Historically Underutilized Business (HUB) participation is mandatory with required subcontracting plans, and workshops are scheduled for May 18-29 and July 1, 2026. The successful proposer receives no compensation during the twenty-month conversion period and must withhold six weekly payments during the final contract year, with possible additional eight-week withholding if transition fails. Based on fiscal year 2025 performance, the Texas Lottery generated $7.9 billion in sales (81% from scratch tickets, 19% from draw games), establishing the substantial revenue base. TDLR will evaluate proposals on price, quality, past performance, personnel qualifications, experience, financial status, and good faith HUB subcontracting effort, with pricing submitted on required cost proposal forms and costs remaining firm throughout the contract term.
