Addendum 2 to RFI ITD202604210249: Contract Management Cost Optimization Services
This is an Addendum 2 to a Request for Information (RFI) issued by the Texas Department of Public Safety (TXDPS) Procurement and Contract Services, effective May 19, 2026. The RFI seeks qualified vendors to provide Contract Management Cost Optimization Services focused on identifying sources capable of delivering comprehensive IT contract management solutions. TXDPS aims to consolidate or restructure IT contracts, eliminate underutilized or redundant contracts, and optimize costs across the entire IT contract portfolio. The primary deliverables include a comprehensive IT contract inventory, contract classification framework, current and future-state process documentation, data standards and governance guidelines, a reporting framework with sample dashboards, risk and gap analysis, and final recommendations. The original RFI submission deadline has been extended to May 25, 2026 (previously May 18, 2026 and June 8, 2026 in conflicting sections). The deadline for submission of clarification questions has been confirmed as May 4, 2026. Offerors must acknowledge receipt of this addendum prior to submission. TXDPS indicates that responding to this RFI is not a prerequisite for future solicitations, and no DBITS eligibility or current DIR contract status is required. Respondents must include a timetable encompassing product configuration, deployment, testing, and acceptance within their proposals.
The RFI does not specify a contract award value, budget range, or fixed project duration. TXDPS currently maintains existing protocols and systems for contract classification frameworks, contract lifecycle processes, and contract lifecycle management workflows. The agency has a centralized contract or vendor management function in place. TXDPS has not identified any incumbent vendors currently performing these services. The addendum addresses 103 clarification questions, with many responses indicating that detailed specifications and scope details will be provided in a future Statement of Work if TXDPS proceeds with formal solicitation. Key success metrics include opportunities for contract consolidation and restructuring, elimination of redundant contracts, and cost optimization. Vendors must demonstrate capability to pass background checks for TXDPS data access. The RFI explicitly states it constitutes market research only and does not constitute a binding commitment or procurement authorization; vendor responses become TXDPS property and are subject to the Texas Public Information Act.
