About this file

This Addendum #1 is issued by the Texas Facilities Commission (TFC) on behalf of the Department of Public Safety - Drivers License (DPS-DL) for RFP 303-7-20836, addressing clarifications to the lease solicitation for office space in Hays or Caldwell County, Texas. The addendum clarifies that the facility will not include Commercial Driver License (CDL) operations, with the referenced bypass lane to be used for waste disposal services. This is a new lease requirement with no incumbent lessor, and the State is seeking a new location rather than maintaining current facilities. The RFP requests proposals for approximately 20,095 square feet of contiguous office space and 195 square feet of outdoor lounge area to accommodate 74 full-time employees, including two Class C vehicle testing lanes with canopy coverage, 95 secured employee parking spaces, and 175 customer parking spaces. Proposals must include both five-year and ten-year lease term options and are due June 23, 2026 at 3:00 PM Central Time, with an anticipated award date of August 20, 2026 and lease commencement expected May 1, 2027 or sooner.

All aspects of RFP 303-7-20836 remain unchanged except for the CDL clarifications noted in this addendum. Respondents must acknowledge receipt of Addendum #1 by returning a signed copy with their proposal submission. The facility must be located within the I-35 and SH 130 corridor (north of SH 80 and south of SH 45) or within ten miles of a designated state highway. The lessor bears full responsibility for design, construction, furnishings, and ongoing maintenance, including monthly pest control, semi-annual floor maintenance, quarterly exterior pest control, bi-annual HVAC preventative maintenance, and five-year refresh cycles. Proposals will be evaluated on pricing (50 percent weight), relevant experience and financial condition (20 percent), facility condition (25 percent), and location/site plan/zoning (5 percent), with litigation history serving as a pass/fail requirement. All respondents must comply with federal, state, and local laws, obtain SAM clearance, satisfy child support and tax delinquency requirements, and comply with boycott prohibitions.
