About this file
This document is the Agency Specifications and Room Schedule for a Driver License Center lease opportunity with the Texas Department of Public Safety (DPS). The project involves leasing space for a new or renovated Driver License Center facility in Hays-Caldwell County, Texas, with a total buildable area of approximately 20,095 square feet on a single contiguous floor. The facility must be located within Hays or Caldwell County on or within 450 feet of a primary street (minimum four lanes) and include 95 employee parking spaces in a secured, fenced area and 175 customer parking spaces. The center will accommodate 74 full-time employees and requires two Class C vehicle testing lanes with a canopy, parallel parking spaces for examinations, and specific queuing areas. The specifications mandate comprehensive construction drawings (civil, architectural, structural, mechanical, plumbing, electrical, audio/visual, and IT/security), a detailed project manual, and adherence to Texas accessibility standards and energy conservation codes. The lessor must provide all furniture, fixtures, telecommunications infrastructure, security systems, and signage, with construction completion requiring submission of weekly reports, a critical path schedule, and compliance with DPS design approvals throughout the process.
The lessor is responsible for all costs associated with design, construction, furnishings, and ongoing maintenance over the lease term, with specific requirements including LED lighting, HVAC systems with humidity controls, dedicated telecommunications rooms with specified rack hardware and cabling systems, security infrastructure with cameras and access control systems, and specialized testing areas with commercial-grade concrete and metal canopies. Maintenance obligations during the lease include monthly pest control, semi-annual floor maintenance, quarterly exterior pest control, bi-annual HVAC preventative maintenance, parking lot maintenance and resurfacing, fire system inspections, and five-year refreshes of finishes including paint, carpet, tile, and window treatments. The document does not specify contract pricing, award date, or lease term duration in the provided sections; these details would be found in the associated Request for Proposals (RFP) 303-7-20836. Funding will be state-provided through Texas state-funded building requirements, with DPS responsible for providing certain equipment and systems (generators, WAP devices, IT equipment, security devices) while the lessor provides all construction, infrastructure, furniture, and support systems.
