About this file
This document is a Question and Answer solicitation response from the Texas Water Development Board (TWDB) regarding Solicitation 580-26-IFB-5134 for the procurement of thirty units of Ott HydroMet SatLink 3-Lite Geostationary Operational Environmental Satellite Transmitters. The TWDB's Recorder Well program operates a network of approximately 300 wells across Texas equipped with data loggers, water level sensors, power, and telemetry equipment. The solicitation specifically requests SDI-12 pressure transducers compatible with Campbell Scientific CS-451, In-Situ Level Troll, and OTT PLS models. The question and answer period is scheduled for April 27-29, 2026, with bids due by May 4, 2026, at 2:00 p.m. Central Time. Delivery is required to 1700 Congress Avenue, Austin, Texas 78701, with a specified delivery window of 7:00 a.m. to 4:00 p.m., Monday through Friday, requiring lift-gate and pallet jack services. No required delivery date has been established, though expedited delivery is requested.
The TWDB anticipates bids in the $89,000 range based on a vendor quote for the requested goods. Pricing evaluation criteria include lowest cost, lowest delivery time, and product warranty or repair capabilities. Freight terms are FOB Destination with Net 30 payment terms; however, one bidder inquiry regarding 15-day payment terms was marked N/A, indicating it is not available. The procurement utilizes GOES satellite telemetry for data transmission and reception. No set-aside designations, incumbent vendors, or current contractors are identified in the available solicitation materials. All inquiries should be directed to TWDB Purchaser Jessica Castilleja at Bid-Room@twdb.texas.gov, with bids to be submitted via email.
