About this file

This is Addendum 1 to an Invitation for Bids (IFB) solicitation issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services for the procurement of semi-portable commercial motor vehicle weighing scales and related equipment. The addendum, effective April 24, 2026, provides vendor questions and answers regarding the solicitation specifications. The primary clarification addresses Solicitation Section C.2.1, Line 2, Number 25, regarding overhead storage configuration on the custom trailers. DPS clarified that it is requesting complete removal of the overhead storage bin from the trailer design, as the agency determined that the overhead storage does not add operational value and only increases overall equipment weight. Vendors are instructed not to include overhead storage containers in their bid submissions or product deliveries if awarded the contract.

The addendum emphasizes that all vendors must acknowledge receipt of the amendment prior to the bid submission deadline of 5:00 p.m. Central Time on April 30, 2026, through one of three methods: returning three copies of the addendum with completed items 5 and 8, acknowledging receipt on each offer copy submitted, or submitting a separate letter or email referencing both the solicitation and addendum numbers. Failure to provide timely acknowledgment may result in bid rejection. Vendors may also submit changes to previously submitted offers via email or letter, provided such communications reference the solicitation and addendum numbers and are received prior to the bid opening deadline. All other terms, conditions, and specifications of the original solicitation remain unchanged and in full force and effect.

Questions and Answers

Q: Based on Solicitation Section C.2.1, Line 2, No. 25: Does this mean you want a removeable overhead storage bin like trailers of past years, OR do you not want the overhead storage on the trailer at all?

A: DPS is requesting a complete removal of the overhead storage bin. We have found that it does not add value to the mission and only increases overall weight. Responding Vendors should not include the overhead storage container in their bid submission or product delivery if awarded.
