About this file

This specification document, issued by the Texas Department of Transportation (TxDOT), establishes the technical and operational requirements for two-line programmable message signs designed for vehicle mounting. The solicitation, posted on April 14, 2026, seeks vendors to supply these traffic management devices for TxDOT's dynamic messaging and highway condition alert operations. Proposals are due by April 28, 2026, through the TxDOT Procurement Portal at https://txdot.bonfirehub.com/. The specification requires signs with amber or yellow LED display panels (either two-line with eight characters per line at 10 inches minimum height or full-matrix with 768 LED pixels), measuring 75" x 31" x 5" with a maximum weight of 100 pounds. Signs must be mountable on pickup truck beds, deployable rearward-facing, and stowable horizontally over the cab, capable of withstanding road speeds up to 75 mph when stored and 40 mph when deployed. Additional requirements include weather-resistant construction, 12VDC vehicle battery power with maximum five-amp average current draw, operation in temperatures from -40°F to 185°F, visibility from 450 feet under day and night conditions, and a powered raising/lowering controller for in-cab operation. No site visits or bidders' conferences are specified, and no specific award date or contract term is disclosed in the available documentation.

The specification mandates compliance with Texas Manual on Uniform Traffic Control Devices (TMUTCD) sections 6F.60 and 6F.61, minimum luminance requirements of 1000 cd/m² daytime and 600 cd/m² nighttime measured per Texas Transportation Institute Report TX-02/4940-2, and comprehensive Radio Frequency Interference (RFI) suppression capabilities across multiple frequency bands. Vendors must provide a minimum 12-month warranty covering 100 percent parts and labor, complete original manuals with illustrated parts lists and wiring schematics, and factory-trained personnel or authorized dealers within Texas available for warranty repairs and service within 72 hours of notification. Optional equipment available includes wireless handheld terminals, K-band vehicle radar with speed detection and display capabilities (10–98 mph in one mph increments), and 360-degree powered swivel mounts. Prospective vendors must register through the Euna Procurement website and maintain current registration on the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL) with appropriate National Institute of Governmental Purchasing (NIGP) codes. The solicitation specifies no particular set-aside designations, identifies no incumbent vendors, and does not disclose specific quantities, pricing terms, budget ranges, or contract award values. Jane Graf (Jane.Graf@txdot.gov, 682-217-4624) serves as the primary procurement contact, with additional support available through the Euna Procurement knowledge base.
